Our Network Operations Office is looking for a Rail Operations Specialist.This position is accountable for representing rail operations on the GO and UPE network, supporting the Network Operations Planning team in the review and development of future projects related to the continued expansion of the GO/UPE rail network. A strong, network-level background in operating rules and governance is required to ensure proposed projects do not adversely impact current or future operating plans. This role collaborates with key internal business units and Operations to help Metrolinx build the right project, in the right place, at the right time.

What will I be doing?

  • Monitors performance of information systems to provide accurate and timely data pertaining to service delivery and planning activities. Utilizes data and business unit metrics to lead teams in identifying opportunities for improvement through root cause analysis and structured problem solving.

  • Develops and recommends service disruption recovery plans and communicates with Network Operations staff to maintain high levels of service reliability, expedite service recovery plans, and minimize passenger delays.

  • Monitors delivery of communications during major rail service disruption and recovery incidents, impacting both the mainline and operations in the USRC.

  • Recommends revisions to operational emergency response plans and manages daily operational recovery related activities. Leads business unit initiatives focused on the development of rail-related contingency planning to support punctual and reliable customer-focused decision-making of network operations.

  • Reviews technical and functional reports for planned recovery operational changes; identifies weaknesses that could potentially impact service, customer satisfaction, and safety and provides recommendations.

  • Maintains and recommends updates to standard operating policies, procedures, and processes that support efficiencies for daily operations within the Metrolinx rail network.

  • Lead Business Continuity activities for rail-related functions in network Operations, ensuring strategies are in place to maintain service continuity during disruptions and mitigate operational risks. Systematic administration of a functional Business Continuity Plan (BCP) to support the business’ capability to continue the delivery of service following a disruptive incident.

  • Manage the corporate Performance Management Program, ensuring alignment of individual goals with organizational objectives, supporting the overall performance evaluation process for front-line employees within the business unit.

  • Leads a team that focuses on delivering communications and corresponding documentation or awareness packages during major rail service disruption, impacting both mainline and operations in the USRC.

  • Leads business unit initiatives focused on the development of rail-related contingency planning to support punctual and reliable customer-focused decision-making of network operations working with respective groups to restructure their deployment plan.

  • Leads team is accountable for reviewing post-incident reports and actively participates in post-event reviews for planned recovery operational changes; identifies weaknesses that could potentially impact service, customer satisfaction, and safety and provides recommendations.

  • Manages the operational planning function, ensuring appropriate service levels meet customer requirements.

  • Ensures rail-related contingency plans adhere to established legislation and regulations.

  • Ensures operational accuracy and efficiency by maintaining and updating records, reports, and performance data while overseeing task prioritization to balance urgent, emergent, and routine responsibilities

  • Manages the operational planning function, ensuring appropriate service levels meet customer requirements.

  • Ensures rail-related contingency plans adhere to established legislation and regulations.

  • Ensures operational accuracy and efficiency by maintaining and updating records, reports, and performance data while overseeing task prioritization to balance urgent, emergent, and routine responsibilities

  • Completion of a degree in a Transportation Planning/Management, Business Administration, or a related discipline – or a combination of education, training and experience deemed equivalent

  • Demonstrate progressive experience in a transportation Control Centre, or related experience is an asset. Experience overseeing and coordinating multiple aspects of transit operations.

  • Certifications or Designations Previous experience as Rail Traffic Controller is an asset. Canadian Rail Operating Rules (CROR) certification is required.

  • In-depth knowledge of transportation operations principles, practices, and applicable legal and regulatory requirements governing passenger rail services (e.g. Transport Canada (TC), Canadian Rail Operating Rules (CROR), etc.) is required.

  • Knowledge of the Employment Standards Act, Occupational Health & Safety Act, and applicable building codes to monitor and manage employee and contractor risk during execution of customer service initiatives

  • Knowledge of formal and informal policies and organizational interconnections to effectively navigate boundaries and manage regulatory / compliance.

  • Knowledge of quality assurance and quality control principles, practices and methods to lead the implementation of controls for legislative and regulatory compliance.

  • Knowledge of business improvement processes and performance analytics to maintain and test compliance and safety system elements and to establish performance standards.

  • Knowledge of risk management systems and processes to identify and mitigate safety and non-compliance risks.

  • Ability to learn and gain in-depth knowledge on multiple train control systems.

  • Experience with project management and related systems requirements and development methodologies, to support the delivery of a portfolio of very large inter-dependent projects with high complexity, risk, and organizational impact; experience monitoring project progress, related staff, resources, and activities for adherence to timelines, and achievement of project performance results.

  • Experience leading transformational change to adapt to new or changing requirements and reflecting on lessons learned to analyze, evaluate, and define problems/challenges, identify alternatives, and make timely decisions to manage risk and address issues.

  • Analytical, problem solving, critical thinking, decision making skills to coordinate emergency responses; oversee and coordinate the implementation of service adjustments that address unforeseen circumstances; ensure cost effective and efficient use of resources when responding to service disruptions and incidents; identify and recommend options for improved services and efficiencies.

  • Effective time management skills and the ability to meet deadlines and juggle multiple priorities in a very dynamic and changing environment.

  • Interpersonal and oral/written/presentation skills to develop and sustain cooperative working relationships across Metrolinx and with external stakeholders in person and/or through presentations; to engage with external to promote compliance with legislative and regulatory requirements; to prepare reports and briefing material.

  • Proficiency in MS Office suite (e.g. Outlook, Word, Excel, PowerPoint, etc.) and role specific software to manage advanced technical applications.
