Salary Range: $32,918.00 - $49,377.00 SalarySCOPE
Responsible for obtaining data, reviewing and screening applications from prospective tenants to determine eligibility for housing assistance and monitoring recertification activities in the Housing Choice Voucher (HCV) Rental Assistance Demonstration (RAD) and Project Based Voucher (PBV) Programs.
ACCOUNTABILITY
Directly responsible to the Assistant Director of Housing Choice Voucher Program
EXAMPLES OF WORK PERFORMED
Interviews applicants, takes initial applications, and conducts applicant screening for admission for HCV RAD and PBV Programs. Conducts home visits.
Maintains waiting list for RAD and PBV Programs.
Notifies applicants of eligibility/ineligibility for RAD and PBV Programs.
Conducts briefing sessions for RAD and PBV Program applicants and participants.
Computes rent and performs data entry to include demographic and financial changes.
Coordinates the preparation of required reports with the Assistant Director.
Reviews and completes all lease packets.
Cooperates with Social Service organizations, etc., regarding resident income and obtains information needed to complete recertification.
Completes recertification and notifies participants/landlords of any rent changes, by mail.
Coordinates leasing and reexamination activities with the on-site RAD and PBV Housing Managers.
Updates client demographics with regard to changes of income and/or family composition.
Conducts briefing sessions for Choice Mobility and explains program requirements and objectives to participants.
Performs other duties as assigned.

QualificationsREQUIRED:
High School Diploma or equivalent or a combination of education and work experience.  Appropriate clerical, typing, ten key and computer experience.  Familiarity and experience with basic computer principles and usage. Ability to understand and apply the governing policies and procedures as implemented by management.  Ability to work independently, have a good sense of priorities, and be willing to use initiative.  Ability to positively meet and work with tenants, the public, and the disadvantaged.
Ability to understand and interpret Federal regulations Ability to retain proprietary information as confidential. Ability to comply with Authority attendance policies. Ability to become certified as a RAD PBV Specialist.
DESIRED:
Knowledge of Federal programs. Ability to interpret Federal Regulations and apply information. Additional experience in the housing industry, including Project-Based Vouchers and the Rental Assistance Demonstration Program.
PHYSICAL:
Ability to read and write correspondence and work with computerized reports, code books, plans, etc.  Ability to communicate clearly and effectively with others by telephone and in person. Physical range of motion and coordination for extensive work with files. All physical requirements are evaluated based on the ability to perform, with or without reasonable accommodations under the ADA.
SPECIAL REQUIREMENTS:
Must attain RAD Project-Based Program certification within one year of employment.
Must attain Low Income Housing Tax Credit certification within one year of employment.
Must attain Housing Choice Voucher Rent Calculation certification within one year of employment.
This position is eligible to telework. Individual approval is subject to Personnel Policy requirements.

OCHA has several housing programs that assist in fulfilling our mission. OCHA owns and operates 2,920 Public Housing Apartments that are directly subsidized by HUD. In addition to the Public Housing Program, OCHA administers the Section 8 Housing Choice Voucher Program which is also funded by HUD. Our Housing Choice Voucher Program provides 4,696 vouchers used by low-income families to cover a portion of the monthly rent for privately owned apartments or homes. In total, OCHA provides 7,616 units of low-income assisted housing in all areas of Oklahoma City.
