Job Description
Location: Utrecht, Netherlands
An experienced Quartermaster is required to lead the transition toward a new, domain-oriented structure within the Information and Process Management (IPM/IV) function in the social domain. The role focuses on creating clarity, structure, and alignment while consolidating dispersed teams into a single, cohesive department.
This position plays a key role in preparing the organization for a smooth transition to a permanent department head and ensuring the department is fully operational by January 2027.
Key Responsibilities
Provide direction and structure during the formation of a new IPM Social department
Align teams from different organizational units into a unified department with a shared mission
Establish clear roles, governance, and ways of working
Build predictable collaboration between business, specialist, and support teams
Strengthen relationships with stakeholders and ensure clear prioritization processes
Develop and align annual plans, roadmaps, and portfolio management practices
Support onboarding and handover to the incoming department head
Collaborate with senior leadership and other transformation leads

Requirements
University-level education or equivalent experience
Minimum 10+ years of management experience
Proven experience in project and program management (15+ projects)
Experience establishing or leading IPM/IV organizations
Strong background in IPM/IV strategy and policy development
Experience within complex public sector environments preferred
Affinity with the social domain
Knowledge of process optimization and lean information management

Part-time role (20 hours per week)
Hybrid working model with required on-site presence one day per week
