Job Description
Location: Utrecht, Netherlands
An experienced Quartermaster is required to lead the transition toward a newly structured IPM (Information and Process Management) department within the social domain. The role focuses on establishing a unified, well-functioning department by consolidating dispersed teams, aligning ways of working, and preparing for a smooth handover to a permanent department head.
Key Responsibilities
Provide direction, structure, and clarity during the organizational transition
Establish a cohesive IPM Social department with clear roles and responsibilities
Develop and implement a consistent and predictable way of working
Align teams from different organizational backgrounds into a unified department
Strengthen collaboration between business, client teams, and support functions
Support onboarding and transition of the future department head
Ensure alignment with annual plans, roadmaps, and portfolio management
Foster a shared culture and identity within the department

Fully functioning department with defined structure and governance
Standardized and supported ways of working across teams

Requirements
University-level education or equivalent
Minimum 10+ years of management experience
Proven experience managing 15+ projects/programs
Experience in IPM/IV management and organizational setup
Experience with IPM/IV strategy and policy development
Familiarity with process optimization and lean information management
Experience within public sector or decentralized government (preferred)
Affinity with the social domain
