Job Description:

The Quantity Surveyor will provide cost management, contract administration, and commercial support across all packages of a mixed‑use development. Working in a PMC role, the QS safeguards the client’s financial interests by monitoring budgets, validating contractor payments, managing variations and claims, and ensuring accurate cost reporting throughout the project lifecycle.

What You'll Be Doing:

  • Provide input for value engineering and optimization options, highlighting cost impacts.
  • Monitor project budget and expenditure against approved cost plans.
  • Evaluate cost impact of design changes, site instructions, and scope variations.
  • Prepare cost projections, cash‑flow forecasts, and financial status reports for the client.
  • Carry out and/or validate measurements from drawings and on site for interim valuations.
  • Coordinate with site teams to verify physical progress and reconcile with contractor claims.
  • Maintain detailed records of measured quantities and variations for audit trail and final account.
  • Support negotiations with contractors to reach commercially fair settlements.
  • Ensure compliance with contract conditions (FIDIC or equivalent) related to notices, timelines, and procedures.
  • Assist in preparation and agreement of final accounts.
  • Identify cost and commercial risks (inflation, quantity overruns, design changes, delays) and highlight to PMC leadership.
  • Prepare regular cost reports and dashboards for the client.
  • Work closely with: Planning team to align cost data with programme progress, Design team to understand design developments and their cost implications, Construction managers to obtain site inputs on quantities, productivity, and logistics.
  • Attend coordination and progress meetings to stay updated on project status and potential commercial impacts.
  • Communicate clearly with contractors and consultants on cost and contract matters, maintaining a professional and neutral approach.
  • Ensure proper documentation and filing of: Contracts, addenda, and variation orders, Payment certificates and supporting measurement records, Correspondence related to commercial issues and claims.
  • Support implementation of PMC cost management procedures and templates.
  • Contribute to continuous improvement of cost control processes and benchmarking for future projects.

What Required Skills You'll Bring:

  • Bachelor’s degree in Quantity Surveying, Civil Engineering, or related discipline; professional QS membership (e.g., MRICS) is an advantage.
  • Typically 8-10 years of experience in quantity surveying and cost management on building projects, preferably mixed‑use or large real estate developments.
  • Experience within PMC organizations, consultants, or major contractors.
  • Strong understanding of: Standard methods of measurement and BOQ preparation, Contract forms (e.g., FIDIC, NEC, local standard forms), Construction techniques for buildings and infrastructure, and their cost drivers.
  • Proficiency in: MS Excel (advanced) for cost analysis and reporting, Cost management/QS software (e.g., Candy, CostX, or similar – desirable), MS Project/Primavera (basic understanding) for linking cost and time.
  • Excellent numerical and analytical skills with high attention to detail.
  • Strong negotiation and communication skills.
  • Ability to work under time pressure while maintaining accuracy and integrity.
  • Good understanding of both technical construction aspects and commercial implications.
  • Ethical, transparent, and client‑focused approach to cost management.
