Te Kōwhiringa | The Opportunity
Downer holds a long-term Asset Management and Services (AMAS) contract with the Auckland Transport. This Contract involves the proactive management and delivery of maintenance services at Auckland City’s central rail facilities. The AMAS contract initially commenced at Waitematā (Britomart) Train Station and extends to the three new City Rail Link (CRL) stations upon project completion: Te Wai Horotiu (Aotea), Karanga a Hape (Karangahape), and Maungawhau (Mount Eden).
The CRL transformation of the Auckland central city rail network increases capacity at Britomart Station, with throughput rising from 20 trains per hour (tph) in a single direction to 24 tph in a two-way direction (48 tph total). The CRL is designed to support the operation of 6-car and 9-car trains and, ultimately, to increase patronage from approximately 8,000 per hour to 54,000 per hour.
The stations and trains will be open and accessible to the public for transport 20 hours per day, Sunday to Thursday, and 22 hours per day on Friday and Saturday. Non-operational hours will be utilised for cleaning and routine scheduled maintenance activities.
The Quantity Surveyor (QS) – AMAS provides dedicated commercial, procurement, and cost estimation support across the AMAS contract, with a primary focus on subcontractor and supplier procurement, contract repricing, baseline cost estimation, and asset spares procurement.
The role supports the successful mobilisation and ongoing delivery of AMAS activities by ensuring procurement outcomes are market-aligned, costs are accurately developed and documented, and commercial decisions are supported by robust analysis. The QS collaborates with the Maintenance, Interface, Asset and Contract & Compliance Managers while maintaining a clear focus on pricing and procurement activities rather than on contract administration or compliance management.
What You’ll Do (key responsibilities)
This role offers a broad scope, with key responsibilities including:
Renewal and repricing of existing subcontractor contracts already under engagement, ensuring alignment with updated scope, asset data, and market conditions
Procurement of suppliers (non-subcontract services) and support of supplier agreements, including supplier prequalification and onboarding within Felix
Delivery of QS services, including baseline cost estimation and cost build-ups for refurbishment and asset-related projects
Development of early-stage and detailed cost estimates to support internal approvals and cost planning
Procurement of asset spares, ensuring cost-effective sourcing aligned with asset and maintenance requirements
Preparation of cost schedules, pricing summaries, and commercial assumptions to support decision-making
Working collaboratively with internal stakeholders to ensure procurement and cost activities align with AMAS commercial and governance frameworks
Supporting continuous improvement in procurement and cost-estimation processes within the AMAS contract
Delivering all QS services in accordance with Downer values and commercial governance requirements
