QUALITY ASSURANCE MANAGER
An opportunity to work with a leading EPC specializing in Chemical, Oil and Gas, Petrochemical, LNG industries. The Quality Assurance Manager ( QA MANAGER) will oversee project-wide quality assurance governance, systems, plans, metrics, audits, surveillances, non-conformance management, and continuous improvement activities to ensure delivery in accordance with regulatory, contractual, and company requirements. The QA Manager provides independent oversight and assurance across the full scope of Facilities, engineering, procurement, fabrication, construction, and decommissioning scopes, including monitoring the quality performance of all EPC contractors, third-party contractors, suppliers, and subcontractors. The QA Manager serves as the focal point for promoting a strong quality culture, transparent reporting, and disciplined execution throughout the project.
Responsibilities:
- Develop, implement, and maintain the overall EPC Project Quality Assurance Strategy, Quality Plan, and Project Assurance Program
- Establish effective EPC quality assurance practices, governance, and controls that oversee all aspects of the capital project across the full delivery lifecycle.
- Provide independent oversight of project execution to verify that work processes, deliverables, and records conform to regulatory, contractual, and project-specific quality requirements.
- Lead and coordinate quality activities across Facilities, engineering, procurement, fabrication, construction, and decommissioning scopes.
- Direct the effective implementation of quality assurance requirements by EPC contractors, third-party contractors, suppliers, and subcontractors, including verification of their quality plans and performance.
- Conduct and coordinate quality audits, assessments, surveillances, and spot checks to evaluate conformance, effectiveness, and risk across all project functions.
- Implement, monitor, analyze, and report project quality KPIs, trends, and performance insights to project leadership, with recommendations for corrective and preventive action.
- Lead resolution of quality concerns, including non-conformances, audit findings, and corrective action plans, in a timely, transparent, and disciplined manner.
- Drive continuous improvement by facilitating root cause analysis, lessons learned, and systemic improvement actions to prevent recurrence of quality issues.
- Ensure that project quality records, assurance evidence, and performance data are maintained, controlled, and reported in accordance with project procedures and governance expectations.
Independent Assurance, Audits & Surveillance - Establish and lead the project-wide independent assurance program, including a risk-based schedule of audits, assessments, surveillance activities, and compliance reviews across all contractors, suppliers, and project functions.
- Verify the adequacy and effectiveness of the Project Quality Management System and supporting contractor quality systems, and identify systemic weaknesses, recurring issues, and emerging quality risks requiring management attention.
- Oversee qualifications, evaluations, and ongoing surveillance of subcontractor and supplier quality programs to confirm that quality requirements are understood, implemented, and sustained throughout execution.
Provide independent assurance reporting to project leadership, including clear escalation of significant findings, trends, and areas requiring corrective or preventive action.
Qualifications:
- Bachelor’s degree in engineering, quality management, construction management, or a related technical discipline; equivalent relevant industry experience may be considered.
- Professional quality accreditation required, such as ISO 9001 Lead Auditor, Certified Quality Auditor, or equivalent recognized quality auditing certification.
- Strong working knowledge of ISO 9001 quality management principles and their practical application within complex capital projects, EPC delivery models, and contractor assurance programs.
- Typically, 10+ years of progressive experience in engineering, construction, fabrication, procurement, or EPC project environments, including significant experience in senior project quality assurance leadership roles.
- Demonstrated experience establishing and overseeing quality assurance programs across multiple project phases, including engineering, procurement, fabrication, construction, commissioning/readiness, and decommissioning or closeout.
- Proven ability to lead audits, surveillance activities, non-conformance management, corrective action programs, root cause analysis, and continuous improvement initiatives across contractors and suppliers.
- Strong interface management, communication, and influencing skills with the ability to engage effectively with project leadership, technical disciplines, contractor quality representatives, and customer stakeholders.
- Ability to lead quality workshops, provide coaching and training, and promote a strong quality culture that supports disciplined execution, compliance, and continuous improvement.
