Job Description

Jhpiego seeks a Quality Improvement (QI) Specialist – National Level to support the project funded by UNFPA in Indonesia. This project is a strategic investment that partners with governments to improve maternal, newborn, and child health (MNCH) outcomes by strengthening health systems, improving service delivery, and enhancing local capacity. The project focuses on targeted interventions that accelerate progress in reducing maternal and newborn mortality.

The QI Specialist – National will work closely with the Program Manager to monitor, coordinate, and support the implementation of MNH Quality Improvement (QI) activities across all intervention districts. This role ensures that QI strategies are effectively executed in alignment with national guidelines, project strategies, and sub-national implementation capacity.

Responsibilities

  • Collaborate closely with the Program Manager to monitor the progress of MNH QI implementation across all intervention districts.
  • Support the Program Manager in planning, preparing, and ensuring the smooth execution of MNH QI activities according to project strategies and national priorities.
  • Ensure that QI activities are aligned with the national MNH QI strategy and contribute to the Ministry of Health’s goals for improving maternal and newborn health outcomes.
  • Provide technical guidance and support to provincial and district teams in implementing QI collaborative processes, including coaching, learning sessions, and facility-based QI initiatives.
  • Collaborate with the Digital Health Officer and MEL team to ensure accurate, timely, and effective data collection, management, and use to support QI processes and decision-making.
  • Support the organization of expert meetings, workshops, and learning sessions at the national and sub-national levels, ensuring high-quality facilitation and knowledge exchange.
  • Assist in developing TORs to support QI activities at the district and national levels.
  • Engage with key stakeholders at the Ministry of Health (especially the Directorate of Family Health), professional organizations, and partner institutions to align QI efforts and promote sustainability.
  • Advocate for the integration and scale-up of QI initiatives, based on learnings and results from intervention districts, through coordination with national and provincial stakeholders.
  • Support documentation of all QI-related activities, including meeting notes, reports, success stories, and lessons learned, for both internal use and donor reporting.
  • Work collaboratively with the MEL team to maintain an updated database of QI activities, progress indicators, and facility performance data.
  • Foster strong coordination and communication between national, provincial, and district teams to ensure effective implementation and sustainability of QI activities.
  • Participate in developing technical materials as needed.
  • Support additional task from MNH Technical director and MNH Technical Advisor as needed

Required Qualifications

  • Clinical professional: general practitioner/midwife/nurse/ public health
  • Minimum 6 years of experiences working in the technical area of MNCH
  • Strong knowledge on Indonesia health system at all levels and experience working around it.
  • Strong knowledge of key relevant stakeholders in the area of MNCH and possessing good network.
  • Experience in developing training materials and delivering training.
  • Ability to design, analyse, and be strategic in the implementation of project activities.
  • Excellent writing and oral presentation skills, including report writing and dissemination.
  • Excellent interpersonal skills and ability to work in a multi-cultural environment.
  • Ability to work under tight deadlines on competing priorities.
  • Written and spoken fluently in English and Bahasa Indonesia
  • Ability to travel in districts and province.
