Quality Improvement Program Facilitator - Douglas ESD
Douglas ESD is accepting applications for the position of Quality Improvement Program Facilitator for our Childcare Resources & Referral department. This position is 240 days per year, 5 days per week, 8 hours per day to begin immediately.

SALARY: $30.35 - $39.13 per hour (Depending on relevant verifiable experience)
JOB SUMMARY:
Provides relationship-based coaching and technical assistance to early learning and childcare providers to support recruitment, retention, and continuous quality improvement. Supports providers in navigating Oregon's early learning systems, implementing evidence-informed practices (including the Pyramid Model), and documents services and outcomes in accordance with program and funding requirements.

- Provide relationship-based, job-embedded coaching and technical assistance using an evidence-informed coaching cycle, including collaborative goal setting, observation, reflection, feedback, and follow-up tailored to provider context and readiness.
- Build and sustain trusting, strengths-based partnerships with early learning providers, meeting them where they are and adapting supports to program needs and stages of development.
- Use coaching data, observations, and assessment tools to guide individualized supports, monitor progress, and adjust strategies to support continuous improvement.
- Demonstrate working knowledge of social-emotional, preventive, inclusive, and equitable practice frameworks, and support providers in embedding these practices through environmental and individualized strategies.
- Provide individualized in-person and distance supports, including material and practice review, feedback, resource connection, guidance, and ongoing follow-up.
- Coordinate coaching and technical assistance with internal staff, regional specialists, and cross-system partners to align supports, share information, and meet program requirements and expectations.
- Support providers in navigating state and regional early learning systems, including program approval or licensure, workforce registries, food and nutrition programs, and related compliance processes.
- Facilitate and support cohorts, networks, and communities of practice to promote peer learning, relationship building, inclusive practice, provider voice, and shared problem solving.
- Use cohort participation, listening sessions, and provider feedback to inform coaching approaches, technical assistance strategies, and professional learning design.
- Develop and deliver professional learning opportunities (virtual and in person) from entry-level to advanced, based on identified provider, workforce, and system needs.
- Assist providers with professional development planning, career and post-secondary navigation, and connections to training, credentials, and career advancement pathways, to strengthen provider capacity, sustainability, and workforce retention and to support the increased availability and quality of early learning and child care programs in the service region.
- Collaborate with education, workforce, and early learning partners to support career pathways, workforce retention, and professional growth across the service region.
- Plan and implement provider outreach, recruitment, and engagement strategies, with attention to priority populations, service gaps, and non-traditional care settings or hours.
- Represent the organization at assigned community, workforce, and early learning leadership meetings and provide community education regarding childcare needs, services, and available supports.
- Maintain accurate, confidential, and timely documentation, including coaching, technical assistance, training, goals, observations, outcomes, and provider records in required data systems.
- Collect, analyze, and report data to support evaluation, continuous improvement, accountability, and funding requirements.
- Schedule trainings and meetings and maintain accurate training and coaching records.
- Provide responsive, professional customer service to providers, partners, and community members.
- Maintain ongoing professional development and required qualifications to meet state and organizational expectations.
- Work a flexible schedule, including occasional evenings, weekends, travel, and overnight stays.
- Perform other duties as assigned.
QUALIFICATIONS:
- Bachelor's or Associate's degree in Early Childhood or related field preferred. Associate degree applicants must have a step 10 on the Oregon Registry or be able to meet this qualification within 6 months of hire date.
- Early learning classroom experience in a lead role required.
- Demonstrated experience providing relationship-based coaching, training, or technical assistance to early learning professionals.
- Knowledge of Practice Based Coaching, adult learning principles, and early learning systems.
- Working knowledge of the Pyramid Model preferred.
- Demonstrated ability to accurately document services and outcomes and complete required reports.
- Ability to pass ODE Central Background Check.
- Bilingual Spanish/English preferred.
