Not only is the department responsible for managing over 18,000 kilometers of provincial highways, it also manages the planning, design and construction of hospitals, schools and other government buildings.

What you will do

As part of the Public-Private Partnerships (P3) Management Branch, successful candidates will play an important role in supporting long‑term Operations, Maintenance, and Rehabilitation (OMR) agreements for several of New Brunswick’s key transportation assets. Your roll will involve conducting regular audits to ensure compliance with contractual requirements related to quality, safety, environment and other performance standards.

Reporting to the Quality Manager, the successful candidate will be responsible for the following:

• performing audits on the Operator’s Quality, Environmental, and Safety Management Systems as well as occasional audits of the highway facility. Audits are written up and uploaded to the audit database;

• chairing meetings that reviews issues found in audits and responses from the Operators;

• reviewing submittals from Operators for compliance and data collection;

• drafting official correspondence.

Work environment:

• Office location: 440 King Street, Fredericton.

• Open office layout.

• Standard hours of work: Monday – Friday.

• Some travel within the province will be required.

Essential Qualifications:

Engineer 2:

• University degree in Civil Engineering.

• Minimum of five (5) years of related work experience including experience in highway construction standards and practices, administering and interpreting contracts.

• Registered as a Professional Engineer with the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB) or Registered as a Professional Engineer with a Canadian regulatory body.

• Experience with Microsoft Office Suite.

• Valid Class 5 driver’s license as issued by the Province of New Brunswick.

Engineer 1:

• University degree in Civil Engineering.

• Must be eligible for Engineering in Training designation with the Association of Professional Engineers and Geoscientists of New Brunswick (APEGNB) or Registered or confirmed eligibility to register as a Professional Engineer with a Canadian regulatory body.

• Experience with Microsoft Office Suite.

• Valid Class 5 driver’s license as issued by the Province of New Brunswick.

An equivalent combination of education, training and experience may be considered.

Written and spoken competence in English is required. Please state your language capability.

Asset Qualifications:

Preference may be given to candidates that demonstrate the following assets:

• strong understanding of Quality Management Systems and Auditing practices and procedures;

• strong understanding of highway construction concepts;

• ability to understand complex legal agreements;

• understanding of various ASTM and CSA highway construction standards

Subject to the response to this competition, candidates may be required to demonstrate on their application one or more of the asset qualifications in addition to the essential qualifications in order to be given further consideration.

SALARY:

Engineer 2: $2,772.97 to $3,704.92 bi-weekly (based on a 36 ¼ hour work week).

Based on Operational Requirements, hours may be designated to:

• 40 hours per week ($3,059.83 to $4,088.19 bi-weekly) or

• 45 hours per week ($3,442.31 to $4,599.21 bi-weekly)

Engineer 1: $2,373.95 to $3, 022.31 bi-weekly (based on a 36 ¼ hour work week).

Based on Operational Requirements, hours may be designated to:

• 40 hours per week ($2,619.53 to $3,334.96 bi-weekly) or

• 45 hours per week ($2,946.97 to $3,751.83 bi-weekly)

Recognition and Retention Premium:
The recognition and retention premium is based on written confirmation of recognition and registration with a Canadian Regulatory body.

• Fifteen (15) years but less than twenty (20) years – 1.0%

• Twenty (20) years but less than twenty-five (25) years – 2.0%

• Twenty-five (25) years – 3.0%
