The QC/QA Manager will oversee all quality management activities for a large-scale sewer repair and rehabilitation project. This role ensures that all construction work meets project specifications, regulatory requirements, and established QA/QC standards. The ideal candidate brings strong technical expertise in civil infrastructure, excellent communication skills, and the ability to lead field quality operations in a fast paced, compliance driven environment.

Responsibilities & Qualifications

Key Responsibilities


Quality Oversight & Compliance

  • Lead and manage all quality control and quality assurance functions for major civil infrastructure and structural rehabilitation activities.
  • Ensure full compliance with project specifications, approved submittals, ITPs, and DC Water standards.
  • Implement and enforce QA/QC procedures across all phases of sewer repair, lining, and structural rehabilitation work.


Field Inspection & Testing

  • Perform and document hold points, field inspections, and quality verifications across structures and work zones.
  • Coordinate all required testing activities, including materials testing, concrete placement oversight, and specialty inspections.
  • Verify that construction methods, materials, and workmanship meet design intent and contract requirements.


Documentation & Reporting

  • Prepare detailed daily inspection reports, including photographic documentation, test results, and field observations.
  • Maintain accurate and organized QA/QC records in accordance with project and regulatory requirements.
  • Track and verify compliance with ITPs, checklists, and inspection milestones.


Issue Resolution & Continuous Improvement

  • Collaborate closely with project engineers, superintendents, contractors, and field crews to resolve quality issues promptly.
  • Identify potential quality risks and recommend corrective or preventive actions.
  • Lead the management, investigation, and closure of Non‑Conformance Reports (NCRs), ensuring timely resolution and documentation.


Coordination & Communication

  • Participate in progress meetings, quality coordination meetings, and field reviews.
  • Communicate quality expectations and findings clearly to project stakeholders.
  • Support training and reinforcement of quality standards among field personnel and subcontractors.


Qualifications

  • Bachelor’s degree in Civil Engineering, Construction Management, or related field (preferred).
  • 8+ years of QA/QC experience in heavy civil, water/wastewater, or underground infrastructure projects.
  • Strong knowledge of sewer rehabilitation methods, concrete work, and civil construction practices.
  • Familiarity with DC Water standards, municipal utility requirements, and industry QA/QC frameworks.
  • Excellent documentation, communication, and problem‑solving skills.
  • Certifications such as ACI, NICET, or equivalent are an asset.
