About this position: Quality Control Manager Location – El Paso, TX

Essential Duties & Responsibilities

  • Develop, implement, and maintain the facility's Quality Control/Assurance Program — Create and update the Quality Control Plan (QCP) or Quality Assurance Surveillance Plan to align with ICE, ACA and PREA detention standards, policies, procedures, and contract requirements. This includes policies for ongoing monitoring of detainee services (e.g., medical care, food, recreation, sanitation, security, and civil rights protections).
  • Conduct internal audits, inspections, and compliance reviews — Perform regular, systematic assessments of facility operations, including housing units, medical/mental health services, food service, visitation, recreation, classification, grievance processes, and use of force incidents to identify deficiencies or non-compliance.
  • Monitor and track corrective actions — Investigate identified issues or deficiencies (from internal reviews, ICE inspections, detainee grievances, or external audits), develop corrective action plans, assign responsibilities, monitor implementation, and verify sustained corrections to prevent recurrence.
  • Prepare and submit required reports and documentation — Generate daily, weekly, monthly/quarterly Key Indicators Reports, compliance summaries, trend analyses, and performance metrics for ICE officials, facility leadership, and oversight bodies. Document quality data, audit findings, and outcomes.
  • Ensure adherence to detention standards and regulations — Oversee compliance with ICE-specific standards (e.g., detainee health/safety, civil liberties, access to legal resources, religious services, and contraband prevention) as well as applicable federal laws, ACA (American Correctional Association) standards if relevant, and facility-specific policies.
  • Train staff and provide guidance — Deliver or coordinate training on quality processes, standards compliance, and best practices. Advise department heads and staff on quality improvement, risk mitigation, and procedural changes.
  • Investigate complaints, incidents, and trends — Analyze detainee complaints, staff reports, quality trends, or incidents (e.g., medical neglect, security lapses) to recommend systemic improvements and reduce risks.
  • Collaborate with ICE and external stakeholders — Work with ICE representatives (e.g., Contracting Officer's Representative, Detention Service Managers, or Field Office staff) during official inspections, respond to findings, and facilitate follow-up. Coordinate with other departments (e.g., security, medical, food service) to integrate quality controls.
  • Awareness of contractual obligations in ICE-intergovernmental service agreements (IGSAs) or private contracts, including reporting to ICE representatives (e.g., Contracting Officer's Representative, Detention Service Managers).

Required (Minimum Necessary) Qualifications

  • Education Requirements: Bachelors’ Degree in related field
  • Level of Experience Requirements: 5 Years’ experience as a Quality Assurance Manager
  • 5-year experience working in detention or corrections environment.

Knowledge, Skills, Abilities, and Other Characteristics

  • Conduct systematic internal audits, inspections, and compliance reviews across all facility departments to identify deficiencies against standards.
  • Develop, implement, and monitor corrective action plans, track implementation, and verify sustained compliance to prevent recurrence of issues.

  • Prepare clear, detailed reports (e.g., monthly/quarterly compliance summaries, performance metrics) and communicate findings effectively to facility leadership, ICE officials, and oversight bodies.

  • Capability to manage multiple priorities, deadlines, and high-volume data in a fast-paced, secure facility setting.
  • Ability to work under stress, maintain composure during audits/inspections, and handle potential conflicts or resistance to findings.
  • Physical/mental stamina to conduct on-site inspections in a detention environment (e.g., walking extensive areas, observing operations in housing units).

  • Detail-oriented with strong organizational skills and attention to accuracy in documentation.
  • Thorough understanding of ICE detention standards, including the most current versions of Performance-Based National Detention Standards (PBNDS 2011 with revisions), National Detention Standards (NDS), and related policies on detainee care, security, health/mental health services, civil rights, grievance processes, use of force, PREA (Prison Rape Elimination Act), and language access for limited English proficiency (LEP) detainees.
  • Familiarity with federal regulations and oversight requirements, such as those from the Department of Homeland Security (DHS), ICE Enforcement and Removal Operations (ERO), American Correctional Association (ACA) standards (often required for accreditation), and applicable laws (e.g., Title VI for language access, civil rights protections).
  • Knowledge of quality assurance principles and methodologies, including audit processes, corrective action planning, performance metrics (e.g., Key Indicators), risk assessment, trend analysis, and continuous improvement in high-security or correctional settings.
  • Understanding of detention facility operations, including security protocols, detainee classification, emergency response, medical/mental health care delivery, food service, sanitation, recreation, visitation, and programming in a diverse detainee population (e.g., varying nationalities, languages, and vulnerabilities).
  • Leadership and supervisory qualities influence department heads and drive quality culture.
  • Cultural sensitivity and awareness of diverse populations (e.g., immigration detainees from various countries).

  • Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse and multi-line telephone system. The work described herein is primarily a modern office setting. Occasional travel may be required.
