Who We Are:
Scarborough Transit Connect (STC) is a joint venture between Aecon and FCC Canada Ltd. that was selected by Metrolinx to deliver the Scarborough Subway Extension – Stations, Rail and Systems (SSE-SRS) package. The Scarborough Subway Extension will bring the TTC’s Line 2 subway service nearly eight kilometers farther into Scarborough. It will extend from Kennedy Station to Sheppard Avenue and McCowan Road, providing quick and seamless transit for those heading into and out of the downtown core and those travelling within Scarborough. The extension will replace Line 3 (the Scarborough RT), helping to reduce travel times and improve access to jobs, schools, and other key destinations throughout the city.
As part of this project, we are currently looking for a Quality Closeout Manager to join our team.
What You Will Do:
- Lead and manage all quality records closeout and turnover activities, ensuring complete, accurate, and timely submission to support substantial completion and final acceptance.
- Serve as the primary quality representative for all quality documentation, turnover packages, and records closeout requirements with the client, contractors, and project stakeholders.
- Develop and maintain quality records closeout plans, schedules, trackers, and reporting dashboards to monitor document readiness and turnover progress.
- Coordinate the collection, verification, review, and submission of all quality records, including inspection and test plans (ITPs), test reports, quality dossiers, certificates, material traceability records, NCRs, and as-built documentation.
- Ensure all quality records are complete, compliant, accurate, and properly indexed in accordance with contractual, regulatory, and project requirements.
- Oversee the identification, tracking, and resolution of documentation deficiencies, missing records, non-conformances, and corrective actions that may impact turnover and final acceptance.
- Manage quality records databases and document control systems to ensure version control, traceability, retention, and accessibility of all turnover documentation.
- Collaborate with construction, commissioning, engineering, document control, and operations teams to ensure quality records are compiled and approved in support of turnover milestones.
- Facilitate client reviews, audits, inspections, and readiness assessments related to quality records closeout and turnover package acceptance.
- Monitor records completion status and provide regular reports, metrics, and forecasts to project leadership on closeout performance and risks.
- Lead and mentor Quality Coordinators and Quality Specialists responsible for records management, turnover documentation, and closeout activities.
- Identify and mitigate risks associated with incomplete, inaccurate, or delayed quality documentation that could impact project handover and acceptance.
- Capture lessons learned and implement continuous improvement initiatives to enhance quality records management and turnover efficiency.
- Provide guidance and training to project teams on quality records requirements, turnover expectations, documentation standards, and contractual obligations.
- Support final handover, project closeout, regulatory submissions, and archiving activities to ensure successful project completion and client acceptance.
Experience You Will Bring:
- Certified Engineering Technologist registered in the Province of Ontario or equivalent education and training.
- Minimum 10 years of experience working in infrastructure construction, transportation, rail, transit, or major capital projects.
- Minimum 5 years of experience in Quality Management, Project Closeout Management, Turnover Management, Commissioning, or Project Handover activities.
- Strong knowledge of quality management systems and ISO 9001:2015 principles.
- Experience managing project turnover, handover, and final acceptance processes on large infrastructure projects.
- Experience coordinating quality documentation, deficiency management, and records completion requirements.
- Knowledge of Project Agreement requirements, contractual compliance, and client acceptance processes.
- Previous experience with testing, commissioning, and turnover activities is considered an asset.
- Understanding of Canadian and International Standards.
- Bridge, roads, highways, rail, transit, or major infrastructure experience preferred.
- Valid Driver’s License.
- Excellent organizational and documentation management skills.
- Strong analytical and problem-solving abilities.
- Exceptional communication and stakeholder management skills.
- Strong sense of accountability and ownership for project completion objectives.
- Excellent written and verbal communication skills, including technical writing and report preparation.
- Ability to work independently and in a collaborative team environment.
- Advanced proficiency in Microsoft Office and document management systems.

Compensation: $115,000 - $150,000 annually. The listed salary range reflects potential base pay and considers factors such as experience, education, and training. Each candidate is evaluated individually and offers toward the higher end may be extended to those with exceptional qualifications.
