Job Description

[What the role is]

We are looking for a Quality Assurance Process Engineer with a strong foundation in software/system development and a keen understanding of regulatory frameworks. This role involves translating external policies into practical, standardized development procedures that ensure high system quality, while balancing compliance and operational constraints.

[What you will be working on]

  • Interpret and translate external policies and regulations (e.g., ICAO, Singapore Government) into standardized system development procedures tailored to agency and domain-specific needs.

  • Collaborate with internal stakeholders to define system quality expectations and design procedures that enable development teams to meet those standards effectively.

  • Work closely with system development teams to communicate, build consensus, and drive adoption of standardized procedures.

  • Continuously improve the usability and effectiveness of system development procedures to enhance compliance without compromising quality.

[What we are looking for]

  • Solid understanding of software systems engineering processes; experience in delivering large-scale software systems is a strong advantage.

  • Expertise with ISO 9000 Quality Management Systems and their application to system development.

  • Experience in systems design and process-driven development, ideally within aviation or other regulated domains.

  • Strong stakeholder engagement skills, with a track record of building consensus across diverse groups.

  • Experience managing feedback loops to address concerns and resolve issues effectively.

  • Familiarity with Requirements and Change Management practices.

  • (Preferable) Experience with policies and best practices related to air navigation ground systems and/or Whole-of-Government (WOG) systems.

  • (Preferable) Exposure to scientific research methods for evaluating policy impact and effectiveness.
