This position serves as manager of client records, ensuring complete and accurate case records are maintained and conduct activities necessary to monitor and ensure on-going compliance with regulatory and accrediting standards while promoting the missions of the Division of Aging and Independence and Frederick County. Supervision is received by the Director of the Division of Aging and Independence.
Please note that the upper pay range reflected in the job posting reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

Examples of duties
- Monitors compliance with applicable regulatory standards such as the Developmental Disabilities Administration, the Maryland Department of Health/Office of Health Care Quality and the Maryland Department of Aging
- Coordinates and oversees staff training to ensure regulatory compliance. Maintains staff training records
- Oversees the Division’s record retention policy and schedule
- Coordinates preparation for yearly and quarterly program monitoring and licensing surveys and supports activities during the reviews; maintains copies of licenses required by state and local governments
- Facilitates development of corrective action plans in response to external surveys and submits completed plans to required internal and external parties
- Monitors implementation of corrective action plans and provides status reports
- Conducts internal investigations into all serious reportable incidents and produces the Agency Investigation Report
- In coordination with staff, notifies Department of Social Services, police, and all licensing entities of allegations of abuse or neglect, coordinates investigations with external agencies
- Coordinates and carries out the activities of the Standing Committee
- Serves as the primary resource on licensing information, tracking all updates and interpretations. Updates the managerial team at scheduled meetings on the licensing status, state of compliance, and any anticipated changes in regulations
- Ensures maintenance of client records in accordance with licensing standards. Implements protocols related to access to, and release of, client records; tracks external release of information
- Conducts quantitative client record audits as described in corresponding policy and procedure; receives monthly quantitative client record audits from others indicated in policy and oversees production of aggregate deficiency reports; distributes deficiency reports to management team and facilitates development of corrective action plans; monitors implementation of corrective action plan and reports on status of actions to the Director
- Receives and maintains copies of all incident reports. Oversees development of aggregate data report of all incident reports. Presents data to management team
- Receives all reports of alleged abuse or neglect and conducts internal investigations into such reports. Prepares report of investigation findings and recommendations for corrective action. Communicates investigations status and findings
- Acts as an objective party, independent of program staff, to hear concerns about alleged rights violations for client. Investigates these concerns and facilitates resolution
- Ensures the rights of the program participants are upheld
- Maintain training database documenting training compliance
- Assists with new staff orientation and mentoring/job shadowing

Qualifications
The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job:
Bachelor’s degree in human services, education, or related field
Minimum of 3 years of experience in quality improvement, assurance, training administration, training development, or related field
Substitutions for the above-listed required education and experience are an Associate’s Degree with 5 years experience as described above.

- Discretion and good judgement in dealing with confidential and sensitive information
PREFERENCE MAY BE GIVEN FOR:
- Experience working with aging populations and/or individuals with Intellectual and Developmental Disabilities (I/DD)
- Experience working with regulatory or oversight bodies such as OHCQ, MDH, and DDA
- Experience with quality assurance, quality improvement, or compliance monitoring
- Experience developing or delivering staff training programs
- Experience overseeing record retention practices
