Overview

Marin Community Clinics, founded in 1972, is today, a multi-clinic network with a wide array of integrated primary care, dental, behavioral, specialty and referral services. As a Federally Qualified Health Center (FQHC), we provide vital health services to almost 40,000 individuals annually in Marin County. The Clinics regularly receive national awards from the Health Resources and Services Administrations (HRSA). The Quality Assurance and Improvement (“QA/I”) Program Manager provides direction to QA/I staff to ensure projects deliver desired results in a timely and efficient fashion. Ensures well-established improvement models are used to achieve improvement in care delivery and patient experience. Participates in the development, implementation, and maintenance of QA/I programs and achievement of QA/I department goals and objectives in a fast-paced, dynamic environment. Under the leadership of the QA/I Director, identifies improvement opportunities that lead to achieving organizational strategic priorities.

Work Schedule:

This role is primarily onsite, and candidates should be comfortable working in person on a regular basis.

Responsibilities

  • Manages QA/I project management staff as needed to support the goals of the department and the organization.
  • Serves as primary project manager on complex, new initiatives that support MCC strategic priorities.
  • Works to identify and support quality improvement priorities for the organization, as shaped by internal priorities and needs.
  • Collaborates with Compliance and Risk teams, ensuring awareness of incidents and identified risks, and leading improvement projects to address risks.
  • Develops and demonstrates advanced knowledge of quality improvement theory and strategy, as well as expertise on key quality oversight programs and agencies relevant to FQHCs, including but not limited to HRSA/UDS, HEDIS, Medi-Cal, Joint Commission, etc.
  • Collaborates with clinical and operational leaders, as well as QA/I staff, to continuously develop, evaluate and improve specific QA/I approaches to key clinical and operational quality metrics.
  • Strives to make QA/I metrics, goals and strategies familiar, meaningful and actionable across the organization and to promote a “culture of quality” by engaging all staff in QI/A work, to the extent possible.
  • In partnership with the Director of QA/I, supports the Quality Assurance and Quality Improvement (QAQI) Committee, including supporting monthly prep meetings to review performance and data with internal teams.
  • Other duties as assigned.

Qualifications

Education and Experience:

  • Bachelor’s Degree in Healthcare Administration or a related field required (in cases of an unrelated degree, at least five years of related analytical or quality improvement experience will be accepted in lieu of a Healthcare-related degree).
  • Master’s Degree in a subject area related to Public Health strongly preferred.
  • At least 5 years of related analytical or quality improvement experience required in a healthcare clinic setting.
  • Management experience strongly desired.
  • Experience working in a Federally Qualified Health Center strongly desired.
  • Experience with complex project management required.
  • Knowledge of SharePoint, Word, Excel, and PowerPoint software programs or equivalents.
  • Experience with OCHIN Epic EHR desired, but not required.

Required Skills and Abilities:

  • Proficiency in improvement models, such as the Institute for Healthcare Improvement (IHI) Improvement Model
  • Ability to multitask and organize workload.
  • Ability to identify gaps in processes and bring potential correction solutions to Director.
  • Excellent verbal and written English communication ability.
  • Must be able to work independently, with written and verbal protocols.
  • Ability to work independently with providers and clinic staff.
  • Ability to follow instructions and complete tasks in a timely manner.
  • Must be sensitive to ethnic and cultural differences relevant to health care.
  • Proficient in software applications including Microsoft Office programs.
  • Ability to organize work and establish priorities to accomplish multiple tasks concurrently is critical to success.
  • Travel to clinic sites within assigned work area as needed.

Physical Requirements and Working Conditions:

  • Fulfill immunization and fit for duty regulatory requirements. 
  • Prolonged standing and walking
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 20 pounds at times.
