Summary:
The QBMP develops, implements, monitors, and revises Individual Behavior Support Plans (IBSPs) and Individual Emergency
Intervention Plans (IEIPs) for residents residing in Kala residential homes. The QBMP ensures services promote resident
safety, independence, dignity, and quality of life while meeting regulatory standards set forth by Alta Regional Center, the
Department of Developmental Services (DDS), Community Care Licensing (CCL), the Home and Community-Based Services
(HCBS) Final Rule, and California Title 17.
The QBMP provides clinical oversight, staff training, supervision of Registered Behavior Technicians (RBTs), fidelity
monitoring, interdisciplinary collaboration, and crisis support within residential settings.
Essential Duties and Responsibilities:
• Develop, implement, monitor, and revise Individual Behavior Support Plans (IBSPs) and Individual Emergency Intervention
Plans (IEIPs) in compliance with Alta Regional Center, DDS, HCBS, Title 17, and Community Care Licensing (CCL)
requirements.
• Conduct behavioral assessments (FA’s) and analyze data to guide clinical decision-making.
• Identify setting events, precursor behaviors, environmental variables, and skill deficits impacting resident behavior.
• Provide proactive, skill-based, and least restrictive behavior support interventions.
• Conduct regular in-home observations within Kala residential settings.
• Provide real-time coaching and clinical support during behavioral escalations when appropriate.
• Participate in IBST meetings, interdisciplinary team meetings, psychiatric consultations, and clinical reviews.
• Collaborate with Alta Regional Center service coordinators, DDS representatives, CCL licensing analysts, HCBS compliance
reviewers, psychiatrists, medical providers, and residential leadership.
• Ensure behavior support procedures uphold resident rights, dignity, autonomy, and least restrictive practices consistent with
HCBS standards.
• Conduct incident review, post-incident analysis, and stabilization planning.
• Maintain, monitor, and fulfill assigned behavior consultation hours in accordance with Alta Regional Center authorizations,
program requirements, and Advance Kids, Inc. expectations.
• Track and document consultation hours to ensure accuracy, compliance, and alignment with authorized service levels.
• Maintain accurate clinical schedules, documentation, and billing records related to consultation services.
• Ensure timely completion of required documentation, including IBSPs and IEIPs, clinical summaries, monthly reports, and
audit materials.
• Maintain accurate documentation within Central Reach and other required systems.
Supervision and Staff Development
The QBMP provides clinical supervision, oversight, and training to Registered Behavior Technicians (RBTs) and Direct
Support Professionals (DSPs) across all shifts, implementing behavior support services within Kala residential homes.
Responsibilities include:
• Providing direct clinical supervision to RBTs in accordance with BACB supervision requirements, when applicable.
• Conducting supervision sessions that include direct observation, performance feedback, and competency evaluation.
• Providing Behavior Skills Training (BST), including instruction, modeling, rehearsal, and feedback.
• Conducting IBSP fidelity observations and maintaining minimum implementation fidelity thresholds of 80% or higher.
• Developing and implementing remediation and retraining plans with shift leads, when fidelity falls below established
thresholds.
• Ensuring RBT and DSP implementation aligns with IBSPs and regulatory standards set by Alta Regional Center, DDS, CCL,
HCBS Final Rule, and Title 17.
• Supporting staff in safely responding to behavioral escalations and crisis situations.
• Maintaining documentation of supervision, competency assessments, and training activities.
Kala-Specific Clinical and Compliance Responsibilities
• Maintain assigned consultation caseloads and ensure delivery of authorized consultation hours.
• Participate in Alta Regional Center audits and provide requested documentation within required timelines.
• Ensure IBSP review frequency meets regulatory and contractual requirements.
• Ensure documentation of any restrictive interventions follows required approval and oversight hierarchy.
• Monitor compliance with Title 17 and Community Care Licensing regulations in residential settings.
• Ensure behavioral supports remain person-centered and consistent with HCBS Final Rule requirements.
• Participate in QBMP on-call rotation to provide clinical consultation during behavioral incidents.
• Provide crisis stabilization consultation and post-incident review recommendations.

when urgent or related to resident safety or regulatory compliance). Communicates staff performance concerns, clinical risks,
and program needs through the appropriate supervisory chain. Seeks supervisory guidance and approval when required and
ensures supervising clinicians and program leadership are kept informed of significant clinical developments, incidents, and
compliance-related matters.

Supervision:
Prior supervisory experience is preferred. The Qualified Behavior Management Professional (QBMP) is responsible for
providing clinical supervision, training, and direction to Registered Behavior Technicians (RBTs) and Direct Support
Professionals (DSPs) implementing behavior support services. This includes ongoing supervision, competency assessment,
fidelity monitoring, and clinical guidance to ensure the accurate and safe implementation of Individual Behavior Support
Plans (IBSPs) and compliance with Alta Regional Center, DDS, CCL, HCBS, and Title 17 requirements.
QualificationsEducation and/or
Experience:
Minimum qualifications include one of the following: • BCBA certification for minimum of 2 years. • Master’s Degree in Psychology, Applied Behavior Analysis, Education, or related field • Bachelor’s Degree with qualifying experience meeting QBMP standards under Title 17 Experience in residential services, crisis intervention, and adult populations preferred. Must meet QBMP qualification standards under California Title 17 and applicable regulatory requirements.

• Travel between Kala residential locations

Background Checks and/or Licensing:
Must be 18 years of age or older; criminal background check; reference checks; provide a negative TB test; provide
immunization records; education verification; current driver’s license and proof of valid auto insurance.
Other Requirements:
Must have reliable means of transportation; availability to work a minimum of 40 hours per week; and have access to a
computer with knowledge of internet, e-mail and Microsoft Office applications.
