About the Project
The Youth Economic Empowerment through Livestock Development (YEELD) Program is a five-year initiative aimed at improving the socio-economic well-being and resilience of financially disadvantaged young people aged 18–35 years in the Teso, Bukedi, and Ankole sub-regions of Uganda through livestock value chains. The program seeks to create 250,000 work opportunities, including for 200,000 (80%) young women, 5% persons with disabilities (PWDs), and 3% refugees and displaced persons (RDPs). YEELD is being implemented across 20 districts in the three sub-regions through a consortium coordinated by Ripple Effect, dfcu Foundation, and Multi Community Based Development Initiative (MUCOBADI), and Action For Development (ACFODE) as a social and inclusion partner in partnership with the Mastercard Foundation.
Role Purpose
Project MEAL Director will provide strategic
and technical
leadership
and oversight for all Monitoring, Evaluation, Accountability, and Learning
(MEAL) functions across the consortium. The role will support consortium
partners through coordinated MEAL systems, technical guidance, quality
assurance, learning frameworks, and evidence generation to strengthen program
effectiveness, accountability, adaptive management, and scale. The Director
will supervise and coordinate consortium-level MEAL resources, including the
Project Learning Partner and MIS Developer, while ensuring harmonized
reporting, data quality, knowledge management, and compliance across all
implementing partners., Making sure the MEAL approaches and systems are aligned
to Mastercard foundation MEAL approaches and processes
The
role ensures that programme performance is measured accurately, learning is
captured and shared, and evidence is used to drive adaptive management and
systemic transformation of the livestock sector.
The
postholder leads the design and implementation of a comprehensive and robust MEAL
framework, system, coordinates evaluations and studies, and ensures that the
program’s Information Management System (IMS) is robust, updated, and capable
of generating real-time dashboards and insights. The Director also provides
technical support to the three sub-regions (Teso, Bukedi, and Ankole), ensuring
that regional teams have the tools, training, and guidance needed to collect, analyse,
and use data effectively. In addition, the job holder
will also provide technical lead on monthly and
quarterly reporting for the project while ensuring
quality benchmarks
are used during reporting.
As a senior me
mber of the PMU, the
Director ensures that data-driven insights inform programme decisions,
accountability is maintained, and the YEELD Programme demonstrates measurable
impact in creating dignified employment opportunities for youth, women, and
refugees.
Key Responsibilities
Strategic
MEAL Leadership
§
Lead
the design and implementation of the consortium-wide MEAL strategy and
framework.
§
Ensure
alignment of MEAL systems with MasterCard foundation requirements, consortium
objectives, and organizational standards.
§
Provide
strategic guidance on results measurement, learning, adaptive management, and
evidence-based programming.
§
Promote
the use of data for decision-making and program improvement across consortium
partners.
§
Provide overall
vision and direction for YEELD’s MEAL framework, system including development
of MEL plan, data collection and reporting tools, ensuring alignment with project
objectives and Mastercard Foundation standards and shared measures.
§
Lead the integration
of evidence-based approaches into project design and delivery.
§
Oversee consortium
partners’ compliance with MEL system and standards.
§
Participate
in Mastercard Foundation Community of Practice of M&E professionals to
share learnings and ensure the project MEL systems and outputs meet minimum
quality standards.
Consortium
Coordination & Technical Support
§
Coordinate
and provide technical oversight to all consortium MEAL staff and partner
focal persons.
§
Standardize
indicators, reporting tools, data collection methodologies, and learning
processes across partners with the support of the learning partner and sub
partner MEAL resources
§
Facilitate
regular consortium review meetings, learning sessions, and performance
reflection workshops.
§
Strengthen
partners’ MEAL capacity through mentoring, coaching, and technical
assistance.
Monitoring
& Evaluation
§
Coordinate and
oversee project evaluations including baseline studies, tracer studies,
midterm reviews, and endline evaluations across the three sub-regions,
ensuring timely ethical approval and compliance to established research and
data quality standards.
§
Provide technical
support to regional teams to ensure inclusion data is systematically
collected and analysed to inform programme adaptations.
§
Conduct and manage
Routine Data Quality Assessments (RDQA) ensuring implementation of corrective
actions to improve data quality.
§
Develop robust and systematic
mechanisms and tools for continuous tracking of both primary and secondary youth
in work.
§
Ensure consortium
partners’ compliance with internal data quality requirements and timely
submissions for reporting.
§
Conduct regular
field monitoring visits to assess programme quality and impact.
Information
Management System (IMS)
§
Work with partners
to strengthen and update the program’s IMS, ensuring dashboards and insights
are accurate, timely, and accessible.
§
Guarantee that the
IMS supports decision-making, accountability, and adaptive management across
all regions.
§
Ensure data
protection and confidentiality by safeguarding MEAL datasets and project records,
enforcing compliance with donor, organisational, and national standards, and
guaranteeing secure storage, controlled access, and ethical use of information.
§
Oversee
development and implementation of performance monitoring plans and evaluation
frameworks.
§
Ensure
timely collection, analysis, validation, and reporting of high-quality
program data.
§
Lead
and guide on baseline, midline, endline, assessments, evaluations Market
assessment , and impact measurement activities.
§
Review
and approve donor reports, performance dashboards, and analytical briefs.
§
Ensure
compliance with donor reporting requirements and data quality standards.
Adaptive
Management & Learning
§
Lead adaptive
management processes, using evidence to refine strategies and guide programme
adjustments.
§
Facilitate quarterly
reflection and learning sessions with partners and stakeholders.
§
Promote a culture of
continuous improvement and innovation within the PMU and partner
organisations.
§
Ensure regular
learning and reflection sessions and periodic performance reviews to share
MEL findings and encourage open, data-driven discussions to jointly decide on
program adjustments, improvements, and innovations.
Knowledge
Management & Reporting
§
Lead efforts to capture
knowledge products including success stories, lessons learned, and best
practices to inform policy and practice.
§
Ensure timely,
accurate, and donor-compliant reporting, providing transparent analysis of
progress, challenges, and recommendations.
§
Maintain
comprehensive documentation including dashboards, risk registers, and
compliance logs.
§
Ensuring systematic
programme closeout by archiving all documentation (financial, MEAL, and
programme data), consolidating evidence of impact, producing legacy knowledge
products such as final reports and captures lessons learned to inform future
programming and sector influence.
Capacity
Strengthening & Regional Support
§
Build
consortium partners’ capacity in learning, documentation, and knowledge
management.
§
Promote
a culture of evidence use and continuous learning.
§
Build the capacity
of partners and PMU staff in MEAL systems, tools, and methodologies.
§
Provide training,
mentorship, and technical support to regional teams in Teso, Bukedi, and
Ankole to ensure effective use of data for decision-making and
accountability.
Other

Qualifications
Desirable:
§
Master’s degree in Monitoring & Evaluation, Statistics, Population studies,
Development Studies, or related field.
Experience and Knowledge
Essential:
§
15+ years of senior-level experience in MEAL leadership within
large-scale donor-funded programmes.
§
Experience coordinating evaluations (baseline, midline, endline, tracer
studies) and managing IMS platforms.
§
Experience working in agrifood or livestock systems preferred.
§
Experience in working with web and cloud-based management information
systems is an asset.
§
Robust quantitative and qualitative analytical skills and data
management expertise.
§
Proficiency in Microsoft Office programs, i.e., Excel, Word, PowerPoint,
etc., and the ability to use various statistical and data visualization
software programs e.g., STATA, R, PowerBI, Tableau.
