Job Purpose
The Director of
Strategic Information provides strategic leadership in driving digital
transformation, information management, technology innovation, and data-driven
decision-making across Rwanda Medical Supply (RMS). The position is responsible
for ensuring the availability, accessibility, security, and effective
utilization of organizational data and information systems to enhance
operational efficiency, supply chain visibility, monitoring, evaluation, and
predictive decision-making.
The role leads the
development and implementation of RMS’s digital strategy, technology
transformation initiatives, information management frameworks, and data
analytics capabilities. The Director ensures that technology solutions, data
systems, and monitoring frameworks are aligned with RMS’s strategic objectives
and support evidence-based decision-making across the organization.
The successful
candidate will be a visionary technology and data leader with strong experience
in digital transformation, enterprise systems implementation, information
governance, data analytics, and managing technology-driven organizational
change.
Key Responsibilities
The successful
candidate will be responsible for:
Digital
Transformation and Strategic Information Leadership
• Develop and
implement RMS’s strategic information and digital transformation strategy
aligned with organizational priorities.
Lead regular business
process mapping, optimization and transformation exercises
• Modernizing RMS business processes through technology
• Identify opportunities where technology, data, and innovation can enhance
organizational performance and service delivery.
• Develop programmes that support transformational change, process automation,
and improved productivity.
• Promote a culture of digital innovation and technology-driven decision-making
across RMS.
• Provide strategic advice to executive leadership on technology trends,
digital opportunities, and information management priorities.
Technology Strategy
and Systems Development
• Lead the
development, implementation, and continuous improvement of enterprise
technology systems.
• Ensure availability of reliable business systems that support RMS operations
and management functions.
• Oversee the design, implementation, and maintenance of technology platforms
that support supply chain operations.
• Lead the development and implementation of national health supply chain
information systems.
• Ensure effective integration of RMS systems with relevant health sector and
supply chain stakeholder platforms.
• Develop technology roadmaps to support future organizational growth and
operational needs.
Data Management,
Analytics and Information Governance
• Establish
frameworks to ensure availability, quality, security, and effective utilization
of organizational data.
• Develop platforms that make RMS data accessible internally and externally in
alignment with health sector requirements.
• Promote data-driven decision-making through analytics, visualization, and
reporting solutions.
• Identify business areas that would benefit from enhanced strategic
information analysis and dissemination.
• Ensure data is effectively collected, analyzed, reported, and utilized to
improve organizational performance.
• Establish data governance standards, policies, and procedures to strengthen
information management.
Monitoring,
Evaluation and Performance Management
• Provide leadership
in the development and implementation of monitoring and evaluation frameworks.
• Develop results-based management systems aligned with RMS strategic goals and
objectives.
• Define performance indicators, measurement frameworks, and evaluation
methodologies.
• Support departments in developing appropriate monitoring tools and data
collection approaches.
• Lead research and evaluation initiatives to measure organizational impact and
effectiveness.
• Ensure timely generation and use of performance reports to support management
decisions.
IT Infrastructure and
Service Management
• Provide strategic
oversight of RMS IT infrastructure, systems, and technology operations.
• Ensure optimal performance, reliability, security, and availability of IT
systems.
• Oversee implementation of IT service management practices to improve
operational efficiency.
• Ensure effective management of technology risks, cybersecurity, and business
continuity measures.
• Monitor system performance and ensure timely resolution of technology issues.
• Oversee relationships with technology vendors, contractors, and service
providers.
Policy Development,
Compliance and Risk Management
• Develop and
implement information technology, data management, and digital transformation
policies.
• Ensure compliance with relevant technology standards, regulations, and
organizational requirements.
• Implement risk management frameworks related to technology and information
systems.
• Ensure timely implementation of audit recommendations related to IT and
information management.
• Strengthen cybersecurity, data protection, and information governance
practices.
Leadership and People
Management
• Provide leadership,
coaching, mentoring, and performance management to Strategic Information teams.
• Establish departmental objectives, work plans, and performance targets.
• Build a high-performing team through capacity development and continuous
learning.
• Promote collaboration, innovation, accountability, and excellence within the
department.
• Ensure effective coordination between IT, Monitoring and Evaluation,
Quantification, and other RMS departments.
Stakeholder and
Partnership Management
• Collaborate with
health sector stakeholders to strengthen digital health and supply chain
information systems.
• Build effective partnerships with technology providers, development partners,
and relevant institutions.
• Represent RMS in technology, data, and digital transformation forums as
required.
• Support strategic collaborations that enhance information accessibility and
organizational performance.
Other
Responsibilities
• Perform any other
duties assigned by the Deputy Chief Executive Officer or Chief Executive
Officer in support of organizational objectives.
Academic
Qualifications
Applicants must
possess:
• Master’s Degree in
Computer Science, Computer Engineering, Information Technology, Information and
Communication Technology, biostatistics, Quantitative Studies, Data Science, or
another closely related field from a recognized institution.

Experience
Applicants should

• Minimum of ten (10)
years of progressive professional experience in technology implementation,
information systems management, digital transformation, or data management.
• At least five (5) years of experience in a managerial or senior leadership
position.
• Proven experience leading technology transformation initiatives and
enterprise systems implementation.
• Demonstrated experience managing IT infrastructure, software systems, and
technology operations.
• Experience in data analytics, monitoring and evaluation systems, and
information governance.
• Experience supporting organizations with: Large inventory volumes, Multiple
warehouses or distribution centers, Complex supply chains, High transaction
volumes and Multiple business processes integrated through ERP systems, will
be an added advantage.
