Job Purpose


The Director of
Quality Assurance and Quality Control provides strategic leadership in
establishing, implementing, and maintaining quality management systems, risk
management frameworks, and continuous improvement initiatives across Rwanda
Medical Supply (RMS). The position is responsible for promoting a
quality-focused and risk-aware organizational culture while ensuring compliance
with applicable standards, regulations, and best practices.


The role leads the
development and implementation of quality assurance strategies, risk management
processes, and quality control systems to safeguard organizational assets,
improve operational efficiency, and ensure the delivery of high-quality health
commodities and services.


The successful
candidate will demonstrate strong leadership in quality management, risk
assessment, compliance, process improvement, and organizational transformation,
with the ability to embed a culture of excellence, accountability, and
continuous improvement across RMS.


Key Responsibilities


The successful
candidate will be responsible for:


Quality Assurance and
Strategic Leadership


• Develop and
implement RMS’s quality assurance and risk management strategy aligned with
organizational objectives.
• Provide strategic leadership in establishing a strong quality-focused culture
across the organization.
• Develop initiatives, frameworks, and systems that improve quality performance
and operational efficiency.
• Advise Executive Management on quality improvement opportunities, risks, and
compliance matters.
• Promote continuous improvement practices to enhance service delivery and
organizational effectiveness.


Quality Management
Systems and Compliance


• Lead the
development, implementation, and maintenance of quality management systems
across RMS.
• Oversee the implementation of quality standards, procedures, and best
practices.
• Ensure compliance with relevant quality standards, regulatory requirements,
and accreditation frameworks.
• Coordinate quality audits, assessments, and improvement initiatives.
• Monitor adherence to approved quality processes and recommend corrective
actions where necessary.
• Support the achievement and maintenance of relevant organizational
certifications and accreditations.


Quality Control and
Performance Improvement


• Provide oversight
of quality control activities to ensure compliance with established standards.
• Monitor quality performance indicators and recommend improvement
interventions.
• Establish mechanisms for identifying quality gaps and implementing corrective
and preventive actions.
• Support departments in improving processes, systems, and service delivery
standards.
• Ensure quality-related data is collected, analyzed, and used for
decision-making.


Policy Development
and Process Improvement


• Develop and review
quality assurance policies, procedures, guidelines, and frameworks.
• Establish standardized processes that promote efficiency, consistency, and
accountability.
• Support organizational change initiatives aimed at improving quality and
operational excellence.
• Promote adoption of industry best practices and innovative quality management
approaches.


Stakeholder and
Vendor Management


• Manage
relationships with external quality assurance partners, consultants, vendors,
and service providers.
• Ensure effective coordination with regulatory bodies and relevant
stakeholders on quality matters.
• Monitor service providers’ compliance with quality requirements and
contractual obligations.
• Represent RMS in quality management and risk management forums as required.


Departmental Planning
and Budget Management


• Develop and oversee
the Quality Assurance and Quality Control directorate plan and budget.
• Ensure effective utilization of departmental resources.
• Monitor implementation of departmental objectives and performance targets.
• Prepare quality performance reports for Executive Management.


Leadership and People
Management


• Provide leadership,
coaching, mentoring, and performance management to Quality Assurance and
Quality Control teams.
• Establish clear departmental objectives and ensure achievement of performance
targets.
• Build team capacity through training, knowledge sharing, and continuous
development.
• Promote accountability, teamwork, integrity, and a culture of quality
excellence.


Other
Responsibilities


• Perform any other
duties assigned by the Deputy Chief Executive Officer or Chief Executive
Officer in support of organizational objectives.


Academic
Qualifications


Applicants must
possess:


• Master’s Degree in Pharmacy,
Quality Management, or another closely related field from a recognized
institution.


Professional
Qualifications


Professional
certifications in relevant areas such as the following will be an added
advantage:

Experience


Applicants should
demonstrate:


• Minimum of ten (10)
years of progressive professional experience in quality assurance, quality
control, or related fields.
• At least five (5) years of experience in a managerial or senior leadership
position.
• Proven experience developing and implementing quality management systems.
• Demonstrated experience conducting quality improvement initiatives.
• Experience managing quality assurance teams and organizational improvement
programmes.
• Experience within State owned entities, healthcare, pharmaceutical, supply
chain will be an added advantage.
