Job Purpose


The Director of
Procurement provides strategic leadership and oversight of RMS’s procurement
and sourcing functions to ensure the efficient, transparent, and cost-effective
acquisition of health and non-health commodities in alignment with RMS
strategy, government requirements, and international best practices.


The position is
responsible for developing and implementing procurement strategies,
strengthening supplier relationships, optimizing procurement processes,
ensuring compliance with procurement regulations, and driving value creation
through strategic sourcing and supply chain innovation.


The role leads the
transformation of procurement operations by establishing best-practice
procurement systems, strengthening procurement capabilities, improving cost
efficiency, and ensuring sustainable and ethical sourcing practices that
support RMS’s mandate of ensuring availability of quality health commodities.


The successful
candidate will demonstrate strong expertise in strategic procurement, supply
chain management, supplier management, procurement systems, contract
management, and leading procurement transformation initiatives within a complex
organization.


Key Responsibilities


The successful
candidate will be responsible for:


Procurement Strategy
and Leadership


• Develop and
implement RMS’s procurement strategy aligned with organizational objectives and
government expectations.
• Provide strategic leadership and direction for procurement and sourcing
activities across medicines, laboratory commodities, medical equipment, and
non-medical supplies.
• Develop short, medium, and long-term procurement goals and objectives.
• Provide strategic advice to Executive Management on procurement
opportunities, risks, and improvements.
• Lead initiatives aimed at transforming procurement into a strategic
value-creation function.


Strategic Sourcing
and Value Creation


• Establish and
maintain a world-class supplier base that supports quality, reliability, and
cost effectiveness.
• Lead strategic sourcing initiatives for high-value and critical commodities.
• Identify and implement cost-saving and cost-reduction opportunities.
• Develop sourcing strategies that improve availability, quality, and
sustainability of supplies.
• Promote ethical, sustainable, and transparent procurement practices.
• Strengthen supplier partnerships to enhance supply chain performance.


Procurement
Operations and Process Improvement


• Oversee end-to-end
procurement processes, including planning, sourcing, contracting, supplier
management, and procurement transactions.
• Establish and continuously improve procurement processes based on
international best practices.
• Ensure procurement activities are conducted efficiently, transparently, and
in compliance with applicable policies and regulations.
• Monitor procurement cycle times and implement initiatives to improve
efficiency.
• Ensure timely procurement of health commodities and other organizational
requirements.


Procurement Systems,
Data and Digital Transformation


• Oversee
procurement-related data management and information systems.
• Lead selection, implementation, and optimization of procurement systems and
digital tools.
• Promote data-driven procurement decision-making through analytics and
reporting.
• Strengthen integration between procurement systems and broader supply chain
platforms.
• Support digital transformation initiatives aimed at improving procurement
efficiency and visibility.


Supplier and Contract
Management


• Establish effective
supplier relationship management frameworks.
• Oversee supplier evaluation, performance monitoring, and compliance
assessments.
• Ensure suppliers meet RMS quality, delivery, and performance standards.
• Manage strategic relationships with vendors, contractors, and service
providers.
• Monitor contract performance and recommend corrective actions where required.


Procurement
Compliance, Risk Management and Governance


• Ensure procurement
activities comply with applicable laws, regulations, and organizational
policies.
• Establish procurement governance frameworks, controls, and compliance
mechanisms.
• Identify procurement risks and implement appropriate mitigation strategies.
• Ensure timely implementation of audit recommendations and risk management
actions.
• Promote transparency, accountability, and integrity throughout procurement
processes.


Procurement Planning
and Budget Management


• Develop and oversee
the procurement departmental plan and budget.
• Ensure effective allocation and utilization of procurement resources.
• Monitor procurement expenditure against approved budgets.
• Support departments in developing realistic procurement plans aligned with
operational needs.
• Prepare and present procurement performance reports to Executive Management.


Procurement Centre of
Excellence and Capability Development


• Establish and
strengthen a Procurement Centre of Excellence (CoE) to enhance procurement
maturity.
• Develop procurement frameworks, tools, standards, and best practices.
• Lead initiatives to improve procurement capabilities, systems, and quality
assurance.
• Strengthen procurement’s contribution to enterprise-wide transformation and
supply chain optimization.


Leadership and People
Management


• Provide leadership,
coaching, mentoring, and performance management to procurement teams.
• Establish departmental objectives, work plans, and performance targets.
• Develop procurement talent management strategies in collaboration with Human
Resources.
• Support staff competency development through training, knowledge sharing, and
continuous improvement initiatives.
• Promote teamwork, accountability, professionalism, and ethical procurement
practices.


Stakeholder
Engagement and Collaboration


• Collaborate with
internal departments and supply chain stakeholders to optimize end-to-end
supply chain performance.
• Build effective relationships with government institutions, suppliers,
development partners, and other stakeholders.
• Represent RMS in procurement and supply chain forums as required.
• Ensure stakeholder satisfaction with procurement services and processes.


Other
Responsibilities


• Perform any other
duties assigned by the Chief Executive Officer in support of organizational
objectives.


Academic
Qualifications


Applicants must
possess:


• Master’s Degree in
Procurement, Supply Chain Management, Logistics, Business Administration,
Global Healthcare Delivery, Operations Management, or another closely related
field from a recognized institution.


Professional
Qualifications


The candidate should
possess:


• Chartered Institute
of Procurement and Supply (CIPS) qualification or other professional
procurement certification.


Experience


Applicants should
demonstrate:


• Minimum of ten (10)
years of progressive professional experience in procurement and supply chain
management.
• At least five (5) years of experience in a senior procurement management
role.
• Minimum of five (5) years of experience working within the health sector,
pharmaceutical supply chain, or healthcare procurement environment.
• Proven experience managing strategic sourcing, supplier relationships,
contract management, and procurement transformation initiatives.
• Demonstrated experience implementing procurement systems, compliance
frameworks, and process improvements.
• Experience within State owned entities, healthcare organizations, or
regulated environments will be an added advantage.
