Job Purpose
The Director of
Finance and Administration provides strategic leadership and oversight of RMS’s
financial management, administrative operations, and organizational support
systems. The position is responsible for developing and implementing financial
strategies, ensuring sound financial governance, strengthening operational
efficiency, and safeguarding the organization’s financial resources and assets.
The role serves as a
key member of the executive leadership team, providing strategic financial
advice, ensuring compliance with applicable laws and accounting standards,
driving effective resource utilization, and supporting the achievement of RMS’s
strategic objectives through robust financial planning, reporting, and
operational management.
The successful
candidate will demonstrate strong financial leadership, analytical capability,
strategic thinking, and the ability to manage complex financial and
administrative functions within a large and dynamic organization.
Key Responsibilities
The successful
candidate will be responsible for:
Financial Strategy
and Leadership
• Develop and
implement RMS’s financial strategy aligned with organizational goals and
long-term sustainability objectives.
• Provide strategic financial advice to the Executive Management Team and the
Board to support informed decision-making.
• Lead financial planning, forecasting, budgeting, and resource allocation
processes.
• Develop strategies for improving financial performance, efficiency, and value
creation.
• Advise management on financial risks, investment decisions, and financial
sustainability initiatives.
Financial Management
and Reporting
• Oversee the
organization’s financial operations, including budgeting, accounting, financial
controls, and reporting.
• Ensure accurate, timely, and reliable preparation of monthly, quarterly, and
annual financial statements.
• Ensure financial reports comply with International Financial Reporting
Standards (IFRS), applicable government regulations, and accounting principles.
• Monitor financial performance against approved budgets and provide
recommendations for corrective actions where necessary.
• Ensure effective management of cash flow, expenditure control, and financial
resources.
• Establish and maintain strong financial policies, procedures, and internal
control systems.
Budgeting and
Financial Planning
• Lead the
preparation of annual budgets and financial forecasts in collaboration with
relevant departments.
• Ensure effective allocation and utilization of organizational resources.
• Monitor budget implementation and provide periodic financial performance
analysis.
• Support departments in developing realistic and cost-effective operational
plans.
• Identify opportunities for improving financial efficiency and reducing
operational costs.
Audit, Compliance and
Risk Management
• Ensure compliance
with statutory, regulatory, and financial reporting requirements.
• Coordinate internal and external audit processes and ensure timely resolution
of audit findings.
• Ensure all audit queries are appropriately addressed and submitted within
agreed timelines.
• Develop and maintain effective financial risk management frameworks.
• Establish security measures to safeguard RMS’s financial assets, resources,
and information.
• Ensure compliance with tax regulations, statutory deductions, and other
financial obligations.
Administration and
Operational Management
• Provide leadership
and oversight for administrative support functions to ensure effective
organizational operations.
• Strengthen administrative policies, systems, and processes that improve
operational efficiency.
• Oversee effective management of organizational resources, facilities, and
operational support services.
• Ensure administrative practices align with organizational policies and
regulatory requirements.
Human Resources and
Organizational Support
• Provide strategic
oversight to the Human Resources and Administration function.
• Ensure effective workforce planning, employee engagement, and HR policy
implementation.
• Support the development of organizational structures and workforce strategies
aligned with RMS objectives.
• Promote a culture of accountability, professionalism, and continuous
improvement.
Leadership and People
Management
• Provide leadership,
coaching, mentoring, and performance management to Finance and Administration
teams.
• Establish clear performance objectives and ensure effective achievement of
departmental goals.
• Build a high-performing team through capacity development and continuous
improvement initiatives.
• Promote collaboration, accountability, integrity, and excellence across the
department.
Other
Responsibilities
• Perform any other
duties assigned by the Deputy Chief Executive Officer or Chief Executive
Officer in support of organizational objectives.
Academic
Qualifications
Applicants must
possess:
• Master’s Degree in
Finance, Accounting, Business Administration, Economics, or another closely
related field from a recognized institution.
Professional
Qualifications
The candidate should
possess:
• Certified Public
Accountant (CPA) qualification/Association of Chartered Certified Accountants
(ACCA) qualification.
• Membership with the Institute of Certified Public Accountants of Rwanda
(ICPAR) or equivalent professional accounting body.
Experience
Applicants should
demonstrate:
• Minimum of ten (10)
years of progressive professional experience in finance, accounting, or financial
management, or administration.
• At least five (5) years of experience in a senior managerial or leadership
position.
• Demonstrated experience leading finance and administration functions within a
large and complex organization.
• Proven experience in financial strategy development, budgeting, forecasting,
and financial reporting.
• Experience managing audits, compliance processes, and financial risk
management.
• Experience within State owned entities, healthcare organizations, development
organizations, or regulated environments will be an added advantage.
