Job Purpose


The Chief of Staff serves as the principal
strategic advisor and operational partner to the Chief Executive Officer (CEO),
providing executive leadership support to ensure effective planning,
coordination, communication, and execution of organizational priorities. The
position acts as a bridge between the Executive Office and internal as well as
external stakeholders, driving cross-functional collaboration, monitoring
strategic initiatives, and ensuring that executive decisions are effectively
translated into measurable organizational outcomes.


The role requires a highly organized, strategic,
and results-oriented leader capable of managing complex initiatives,
coordinating executive operations, strengthening governance processes, and
supporting the achievement of RMS's strategic objectives.


Key Responsibilities


The successful candidate will be responsible for:


Executive Leadership Support


  • Provide
    strategic and operational support to the Chief Executive Officer and
    Deputy Chief Executive Officer.

  • Coordinate
    executive priorities and ensure effective implementation of strategic
    initiatives across the organization.

  • Manage
    the day-to-day operations of the Executive Office to maximize executive
    effectiveness.

  • Coordinate
    executive schedules, meetings, and high-level engagements.

  • Ensure
    timely follow-up on executive decisions and action points.


Stakeholder Engagement and
Partnerships


  • Build
    and maintain productive relationships with government institutions,
    development partners, regulatory agencies, and other strategic
    stakeholders.

  • Coordinate
    stakeholder engagement initiatives that strengthen RMS's institutional
    partnerships.

  • Represent
    the Executive Office in meetings and engagements as delegated by the CEO.

  • Identify
    emerging stakeholder needs and recommend appropriate engagement
    strategies.


Executive Reporting and Communication


  • Coordinate
    the preparation and consolidation of executive reports, Board papers,
    management reports, and strategic briefs.

  • Ensure
    timely, accurate, and high-quality reporting to executive leadership.

  • Coordinate
    internal and external executive communications.

  • Support
    the preparation of speeches, presentations, briefing notes, and executive
    correspondence.


Governance and Organizational
Coordination


  • Coordinate
    cross-functional initiatives requiring executive oversight.

  • Facilitate
    collaboration between departments to ensure organizational alignment.

  • Support
    governance structures through effective coordination of Executive
    Management and Board activities.

  • Monitor
    implementation of Board and Executive Management resolutions.


Performance Monitoring


  • Monitor
    progress against strategic objectives and organizational performance
    targets.

  • Coordinate
    periodic organizational performance reviews.

  • Ensure
    timely reporting of institutional performance results.

  • Recommend
    interventions to improve organizational effectiveness and service
    delivery.


Leadership and People Management


  • Provide
    leadership, coaching, mentoring, and performance management to staff
    within the Office of the CEO.

  • Foster
    a culture of accountability, collaboration, innovation, and continuous
    improvement.

  • Identify
    staff development needs and coordinate capacity-building initiatives.

  • Promote
    effective teamwork across the Executive Office.


Other Responsibilities


  • Perform
    any other duties assigned by the Chief Executive Officer in support of
    organizational objectives.


Academic Qualifications


Applicants must possess:


  • Master's
    Degree in health and related fields,
    Communication, Business Administration, Public
    Administration, International relations,
    or another closely related field from a
    recognized institution


Experience


Applicants should demonstrate:


  • Minimum
    of five (8) years of progressive professional experience in executive
    management support, strategic planning, organizational development, public
    administration, or corporate governance.

  • At
    least two (3) years in a senior management or leadership position.

  • Demonstrated
    experience supporting executive leadership in a large and complex
    organization.

  • Experience
    within State owned entities, healthcare organizations, development
    organizations, or regulated environments will be an added advantage.

  • Proven
    experience coordinating multi-stakeholder initiatives and strategic
    projects.
