Position
Summary


The Monitoring & Evaluation (M&E) Officer
will be responsible for designing, implementing, and managing the hospital’s
monitoring and evaluation systems. The role ensures that data on patient
services, outreach programs, insurance coverage, and training activities are
collected, analyzed, and reported accurately to support evidence-based
decision-making, donor reporting, and continuous improvement in service
delivery.

Responsibilities


M&E
System Design & Implementation


  • Develop and maintain an M&E framework,
    indicators, and data collection tools aligned with hospital goals.

  • Ensure that monitoring and evaluation
    activities comply with donor, partner, and government requirements.

  • Train staff in data collection, entry, and
    reporting systems.


Data
Collection & Management


  • Collect, verify, and analyze data on hospital
    services, patient outcomes, outreach programs, and training initiatives.

  • Ensure accuracy, timeliness, and completeness
    of data entered into hospital information systems.

  • Manage databases and ensure data security and
    confidentiality.


Analysis,
Reporting & Learning


  • Produce regular (monthly/quarterly/annual)
    reports on program performance and hospital impact.

  • Generate insights from data to support hospital
    planning, resource allocation, and service improvement.

  • Prepare reports for donors, government
    stakeholders, and hospital leadership.

  • Support learning sessions and feedback loops
    for program improvement.


Evaluation
& Research


  • Coordinate baseline, mid-term, and end-line
    evaluations of hospital projects.

  • Support operational research studies in
    collaboration with clinical and academic partners.

  • Document success stories, lessons learned, and
    best practices.


Stakeholder
Coordination


  • Liaise with the Ministry of Health, Rwanda
    Biomedical Center, and other partners on reporting requirements.

  • Support hospital leadership in presenting
    evidence to donors, insurers, and external stakeholders.

Participate
in national M&E working groups and contribute to health sector learning.


Requirements


Qualifications
& Experience


  • Bachelor’s degree in Public Health, Statistics,
    Demography, Monitoring & Evaluation, or related field (Master’s preferred).

  • Minimum of 3–5 years’ experience in M&E,
    preferably in healthcare, NGO, or donor-funded projects.

  • Strong knowledge of Rwanda’s health information
    systems (HMIS, DHIS2).

  • Proficiency in statistical and data analysis
    software (SPSS, STATA, or Excel).

  • Excellent report writing and presentation
    skills.

  • Strong organizational and project management
    skills.

  • Fluency in English and Kinyarwanda required;
    French is an advantage.
