Job Description

The IT Officer will support the effective
functioning of the hospital’s IT infrastructure and information systems,
working closely with and reporting to the IT Manager. The role involves
providing day-to-day technical support, maintaining hospital networks and
systems, ensuring data security, and assisting in the implementation of digital
health initiatives. The IT Officer will help ensure that technology effectively
supports clinical services, administration, finance, and patient care at the
Eye Center of Excellence.

Key
Responsibilities

Technical
Support & User Assistance

• 
  Provide first-line IT support to staff,
  escalating complex issues to the IT Manager when necessary.
• 
  Assist in installation, configuration, and
  maintenance of hardware, software, and networks.
• 
  Troubleshoot user issues and ensure minimal
  downtime in hospital operations.
• 
  Support staff training on IT systems and
  applications.

Systems
& Network Management

• 
  Work with the IT Manager to maintain hospital
  information systems (HIS), ensuring reliability and security.
• 
  Monitor and support LAN/WAN networks, internet
  connectivity, and server performance.
• 
  Assist in managing user accounts, access
  controls, and system backups.
• 
  Ensure smooth integration of HIS with billing,
  M&E, and administrative systems.

Data
Security & Compliance

• 
  Support implementation of data security
  measures, including firewalls, antivirus, and access rights.
• 
  Conduct regular backups and assist in disaster
  recovery planning.
• 
  Ensure compliance with hospital policies,
  government regulations, and donor requirements regarding data protection.

Asset
Management & Maintenance

• 
  Maintain updated records of IT assets,
  including hardware, software, and licenses.
• 
  Assist with repairs, upgrades, and preventive
  maintenance of IT equipment.
• 
  Liaise with external service providers and
  suppliers for IT-related support.

Innovation
& Digital Health

• 
  Support digital initiatives such as tele-refraction,
  e-learning, and mobile health solutions.
• 
  Contribute ideas for system improvements and
  automation under guidance from the IT Manager.
• 
  Assist in piloting and scaling new IT tools for
  hospital efficiency and patient care.

• 
  Bachelor’s degree in Information Technology,
  Computer Science, or related field.
• 
  Minimum of 2–4 years’ experience in IT support
  or systems administration (healthcare experience is an advantage).
• 
  Knowledge of hospital information systems,
  networks, servers, and databases.
• 
  Proficiency in MS Office, IT troubleshooting,
  and system maintenance.
• 
  Experience in data security and backup systems.
• 
  Fluency in English and Kinyarwanda required;
  French is an advantage.
