Job Description


Position
Summary


The Internal Control Officer is responsible for
assessing, monitoring, and strengthening the internal control systems of the
Eye Center of Excellence. The role ensures compliance with hospital policies,
donor requirements, and national regulations while safeguarding assets,
preventing fraud, and supporting operational efficiency. The officer will work
closely with Finance, Procurement, HR, and Administration teams to ensure
accountability and transparency across all departments.


Key
Responsibilities


Risk
Management & Internal Controls


  • Evaluate existing internal control systems and
    recommend improvements.

  • Identify financial, operational, and compliance
    risks and propose mitigation measures.

  • Ensure compliance with Rwanda’s regulatory
    requirements, donor guidelines, and hospital policies.

  • Conduct spot checks, surprise audits, and
    reviews of key transactions.


Financial
Oversight


  • Verify accuracy and completeness of financial
    records and reports.

  • Review expenditure, procurement, and payroll
    transactions for compliance and efficiency.

  • Ensure segregation of duties is maintained in
    financial processes.

  • Support preparation for internal and external
    audits.


Operational
Compliance


  • Review procurement processes, supplier
    contracts, and inventory management for transparency.

  • Monitor compliance in HR, including staff
    contracts, benefits, and attendance records.

  • Assess adherence to hospital SOPs, health &
    safety, and quality assurance standards.


Reporting
& Advisory


  • Prepare regular internal control reports for
    hospital management and the Board.

  • Provide recommendations to improve efficiency,
    reduce costs, and prevent misuse of resources.

  • Follow up on implementation of audit and
    internal control recommendations.

  • Train staff on compliance, ethics, and internal
    control procedures.


Requirements


Qualifications
& Experience


  • Bachelor’s degree in Finance, Accounting,
    Auditing, or related field (Master’s preferred).

  • Professional certification such as CPA, ACCA,
    CIA, or CISA is highly desirable.

  • Minimum of 4–6 years’ experience in internal
    audit, compliance, or risk management (preferably in healthcare, NGO, or
    donor-funded projects).

  • Strong knowledge of Rwanda’s financial,
    procurement, and labor regulations.

  • Experience with donor compliance and reporting
    requirements.

  • Strong computer skills (MS Office,
    accounting/audit software).

  • Fluency in English required; Kinyarwanda and
    French are an advantage.
