Who are we looking for?

GHD is seeking a motivated and experienced Qualified SWPPP Practitioner (QSP) Stormwater Inspector to support construction compliance services on transportation infrastructure projects throughout Caltrans District 1 and Northern California. This is a Part Time as Needed/seasonal position intended to provide field support during active construction periods, with work assignments based on project needs and construction schedules.

Based out of GHD's Eureka office, this position will primarily support Caltrans and local agency construction projects within Humboldt and Del Norte Counties. The successful candidate will work closely with GHD's construction management and transportation teams to help ensure compliance with the California Construction General Permit (CGP), project Storm Water Pollution Prevention Plans (SWPPPs), Water Pollution Control Plans (WPCPs), Caltrans requirements, and other environmental commitments.

In an exciting and diverse role, you will:

  • Conduct routine, weekly, and storm event-related inspections in accordance with project SWPPPs/WPCPs and California Construction General Permit requirements.
  • Inspect erosion and sediment control Best Management Practices (BMPs) to verify proper installation, maintenance, and effectiveness.
  • Document site conditions, observations, deficiencies, corrective actions, and compliance status through inspection reports, field notes, and photographs.
  • Coordinate with contractors, construction management staff, Caltrans personnel, and agency representatives regarding stormwater compliance issues and corrective actions.
  • Assist with preparation and implementation of Rain Event Action Plans (REAPs), stormwater documentation, and compliance reporting.
  • Monitor weather forecasts and evaluate site readiness before, during, and after storm events.
  • Verify implementation of environmental commitments and permit requirements related to stormwater management and water quality protection.
  • Review contractor BMP maintenance activities and provide recommendations for corrective measures when deficiencies are identified.
  • Maintain accurate records and support project documentation requirements.
  • Communicate effectively with project teams regarding compliance status, risks, and recommended actions.
  • Support construction management staff in addressing environmental compliance and stormwater-related issues during project delivery.
  • Serve as the designated QSP for assigned projects and provide recommendations regarding construction stormwater compliance, BMP implementation, and corrective actions.

Education:

  • Associate's or Bachelor's degree in Environmental Science, Engineering, Geology, Construction Management, or a related field.

Qualifications:

Required

  • Current Qualified SWPPP Practitioner (QSP) certification.
  • Ability to work safely in active construction environments.
  • Ability to perform field inspections in varying terrain and weather conditions.
  • Minimum 3 years of experience performing stormwater compliance inspections on transportation, infrastructure, utility, or heavy civil construction projects.
  • Authorization to work in the United States.

Preferred

  • OSHA 10-Hour or OSHA 30-Hour Construction Safety Training.
  • Experience with Caltrans construction administration procedures and documentation requirements.
  • Experience supporting transportation infrastructure construction projects.
  • Experience working on Caltrans construction projects strongly preferred.
  • Working knowledge of the California Construction General Permit, SWPPP and WPCP implementation requirements, erosion and sediment control BMPs, and construction stormwater compliance practices.
  • Ability to read and interpret construction plans, specifications, SWPPPs, WPCPs, and contract documents.
  • Strong written and verbal communication skills.
  • Ability to work independently and exercise sound judgment in field environments.
  • Proficiency with Microsoft Office and electronic inspection/reporting systems.
  • Valid California driver's license with a satisfactory driving record.
  • Ability and willingness to travel regularly to active construction sites throughout Humboldt and Del Norte Counties.

Work Environment

This position is primarily field-based and requires regular travel from GHD's Eureka office to project sites throughout Humboldt and Del Norte Counties. Work may involve walking on uneven terrain, climbing slopes, working near active construction operations and heavy equipment, and performing inspections in varying weather conditions.

Work schedules may vary depending on construction activities, project demands, and storm events. Occasional early morning, evening, weekend, or weather-responsive inspections may be required to meet project and regulatory requirements.

Hourly Rate: $34.00-$57.50 per hour based on experience
