QHSE Delivery Manager

Location: North West

Total Package

  • Salary up to £64k depending on experience
  • 10% bonus

Role Purpose

This role provides integrated Quality, Health, Safety and Environmental (QHSE) support across Service Delivery (Installation Management). The primary focus is ensuring safe, compliant and high‑quality installation and construction activities across high-volume installations in urban and rural environments.

The QHSE Delivery Manager will deliver:

  • Robust quality assurance across reinstatement, workmanship and streetworks
  • Consistent health and safety oversight across all operational activities including site builds and meter installs
  • Integrated environmental and compliance governance
  • A single, joined-up QHSE presence across Arqiva, Service Providers and Clients

This is a hands-on, field-based role requiring strong operational presence, balanced SHEQ expertise, and the ability to identify issues early, influence partners, and ensure safe and compliant delivery.

Key Responsibilities

Quality Assurance (Construction/Reinstatement, Installation & Street works)

  • Oversee quality processes and performance in relation to all aspects of construction and Installation on the contract.
  • Ensure compliance with NRSWA, CDM, local authority requirements and Client standards.
  • Act as the QHSE link between all parties.
  • Coordinate external independent inspections and ensure impartiality remains intact.
  • Review quality trends to drive targeted improvements across the contract.

Health & Safety Assurance

  • Conduct SHEQ inspections and site walkdowns across all activities.
  • Provide immediate safety oversight during high‑potential or serious incidents.
  • Ensure accurate reporting of all incidents, near misses and hazards.
  • Support investigations and escalate to the central SHEQ team where required.
  • Verify compliance with safe systems of work, RAMS and CDM requirements.

Environmental & Compliance Oversight

  • Support environmental assessments and ensure reinstatement and excavation activities comply with environmental controls.
  • Ensure compliance obligations are captured and fed into central governance.
  • Promote environmental good practice across contractors and site teams.

Contractual Governance & Reporting

  • Lead the production of monthly QHSE reporting , including:
    • Quality data and defect trends
    • Safety incidents and near‑miss summaries
    • Audit findings
    • Improvement actions
  • Represent QHSE at customer‑facing governance meetings.
  • Maintain alignment with Arqiva’s SHEQ policies and reporting frameworks.

Continuous Improvement & Partner Support

  • Identify recurring issues in workmanship and safety behaviour.
  • Drive targeted improvement interventions with Service Providers and other partners.
  • Provide coaching and guidance to field supervisors and operational leaders.
  • Support Client process changes and ensure correct operational roll-out.

Skills & Experience Required

Technical Skills

  • Strong Construction/excavation/streetworks experience (essential).
  • Working knowledge of H&S in utilities, construction or telecoms environments.
  • Understanding of NRSWA, Excavation activities and defect rectification.
  • Ability to interpret audit, incident and quality trends.

Behavioural Skills

  • Confident presence on site and in challenging contractor forums.
  • Strong communicator able to influence operational teams.
  • Analytical, detail-focused, and able to prioritise effectively in fast-paced environments.


Qualifications

Essential:

  • NEBOSH Certificate
  • NRSWA Supervisor (or equivalent streetworks qualification)
  • Demonstrable construction or streetworks operational experience

Desirable:

  • ISO 9001 Lead Auditor (or willingness to undertake training)
  • Environmental awareness qualification
  • Utility sector QHSE certifications
