QA/QC Manager
Purpose
Lead and manage the QA/QC Department across all phases of Major Projects (Engineering, Procurement, Construction, Commissioning). Accountable for implementing the Project Quality Management System, driving compliance with EPCC Contract requirements, and overseeing multi-disciplinary QA/QC teams. Reports directly to the Chief Major Projects Officer.
Key Responsibilities
• QA/QC Leadership: Own the full QA/QC function across EPCC phases; implement the Project QMS/Plan; report deviations, risks, and improvement opportunities to the Chief Major Projects Officer; foster a project-wide quality culture.
• Quality Surveillance: Conduct and oversee quality surveillance at each project phase — design deliverable compliance (Engineering), vendor inspection and fabrication controls (Procurement), ITP/method statement adherence (Construction), and protocol-based system verification (Commissioning).
• Audit Management: Develop and execute the Project Quality Audit Plan (internal teams, EPCC Contractor, Subcontractors and vendors); maintain the Audit Report Register; drive timely closure of all findings.
• Procedure & Compliance: Review and approve Project Procedures for QA/QC adequacy; ensure alignment with EPCC Contract, PIM, and client standards; monitor implementation across all phases.
• Risk Management: Serve as Project Risk Manager — develop and maintain the Risk Register, perform monthly updates, and track quality-related risks and contractual implications.
• QC & Inspection Oversight: Allocate QC inspectors; oversee ITP hold/witness/review points and RFI process; review and approve inspection and expediting reports; manage NCRs, deviations, concessions, and corrective actions.
• Procurement Quality: Embed quality requirements in material requisitions, bid evaluations, and purchase orders; coordinate vendor facility inspections; manage fabrication defect resolution.
• Mechanical Completion & Preservation: Lead mechanical completion (punch list A/B/C classification and closure); ensure equipment preservation at site per EPCC Contract and manufacturer standards.
• Reporting & Lessons Learned: Contribute to monthly progress reports and Steering Committee updates; capture and apply lessons learned; support project close-out per PIM procedures.
Reporting & Interfaces
Reports to: Chief Major Projects Officer. Manages: Section Heads, Engineers, Coordinators, Supervisors, Inspectors. Interfaces with: EPCC Contractor, Subcontractors, Procurement, Engineering teams, and client IMS functions.
Education & Experience
• Bachelor's Degree (Technical discipline) from an accredited university — mandatory.
• Professional Certification in Quality (e.g. CQE, Lead Auditor ISO 9001, or equivalent) — mandatory.
• Minimum 10 years of relevant experience in major expansion or EPCC projects in Oil & Gas or Petrochemicals.
• Minimum 5 years in a QA/QC leadership role (Section Head, QA/QC Manager, or equivalent) with direct team management accountability.
Technical Competencies
• Full command of QA/QC management across EPCC lifecycle: Engineering, Procurement, Construction, Commissioning, and Mechanical Completion.
• Expert knowledge of Quality Management Systems (ISO 9001), ITP development and management, NCR/deviation processes, and audit planning and execution.
• Proven experience managing Risk Registers and acting as Risk Focal Point on major capital projects.
• Familiarity with client Integrated Management Systems (Quality, HSE, Environment, Energy, Responsible Care).
• Solid understanding of EPCC contractual frameworks, PIM requirements, and quality gate processes.
• Proficiency in inspection coordination, vendor surveillance, and fabrication quality control.
Behavioural Competencies
• Strong leadership and team management skills; ability to direct multi-disciplinary QA/QC teams under pressure.
• Decision-oriented with structured analytical and problem-solving approach; capable of managing competing priorities across multiple project phases simultaneously.
• Effective communicator (written and verbal business English); credible with senior stakeholders, EPCC Contractors, and regulatory interfaces.
• High integrity; exemplary HSSE behaviour; committed to continuous improvement and lessons-learned culture.

The successful candidate must comply with client's Code of Conduct, HSEQ policies, and Integrated Management System requirements at all times. Full adherence to the Project Information Manual (PIM) and relevant Authority standards is mandatory.
