We are seeking an experienced QA/QC Manager to support the delivery of a large-scale industrial and mission-critical construction project in Luxembourg.

The successful candidate will be responsible for developing, implementing and managing the project's Quality Assurance and Quality Control strategy throughout the construction, commissioning and handover phases. The role requires close collaboration with multidisciplinary teams to ensure compliance with contractual requirements, applicable regulations, industry standards and project quality objectives.

Previous experience on data centre, pharmaceutical, industrial or other complex infrastructure projects is highly desirable.

Key Responsibilities Quality Management & Strategy

  • Develop, implement and maintain the Project Quality Management Plan.
  • Establish QA/QC procedures, inspection frameworks and acceptance criteria.
  • Ensure compliance with project specifications, applicable standards and regulatory requirements.
  • Manage the end-to-end quality process from construction through commissioning and handover.

Design Quality Assurance

  • Review design deliverables from a quality perspective.
  • Verify that technical documentation includes appropriate quality requirements, material specifications, tolerances and inspection hold points.
  • Review and approve Inspection and Test Plans (ITPs) related to design interfaces.

Construction Quality Oversight

  • Develop and implement Inspection and Test Plans (ITPs) across all project disciplines.
  • Coordinate inspections, testing activities and quality verification processes.
  • Witness critical construction and equipment testing activities, including factory and site acceptance testing.
  • Ensure quality inspections are completed in accordance with project schedules and milestones.

Non-Conformance & Continuous Improvement

  • Manage the non-conformance reporting (NCR) process.
  • Ensure corrective and preventive actions are effectively implemented.
  • Conduct root cause analysis and monitor the closure of quality issues.
  • Drive continuous improvement initiatives and capture lessons learned throughout the project lifecycle.

Contractor & Supplier Quality Management

  • Monitor quality performance of contractors, subcontractors and suppliers.
  • Perform quality audits to verify compliance with approved procedures and ITPs.
  • Support off-site quality inspections, factory acceptance testing and supplier quality assessments where required.

Multidisciplinary Coordination

  • Coordinate QA/QC activities across civil, structural, architectural, mechanical, electrical and commissioning teams.
  • Ensure effective integration between construction quality, commissioning activities and document control processes.
  • Verify quality-related project data and documentation prior to handover.

Reporting & Project Delivery

  • Plan inspections in alignment with the project schedule and critical path.
  • Identify quality risks and implement mitigation measures to avoid project delays.
  • Prepare regular quality reports highlighting key performance indicators, non-conformances and recovery actions.
  • Support the production of quality dossiers and turnover documentation.

Stakeholder Management

  • Coordinate quality reviews, audits, inspections and acceptance activities with project stakeholders.
  • Interface with independent auditors, certification bodies and regulatory authorities when required.
  • Facilitate communication between project teams to ensure consistent implementation of quality requirements.

Quality, Safety & Compliance

  • Maintain comprehensive QA/QC records and ensure full traceability of materials, equipment and systems.
  • Support integration of health, safety and environmental requirements within quality auditing processes.
  • Promote a strong quality culture across the project team and supply chain.

Team Leadership

  • Build, manage and mentor the QA/QC team, including inspectors and quality specialists.
  • Deliver training on quality procedures, inspection processes and acceptance criteria.
  • Foster a collaborative environment focused on quality excellence and continuous improvement.

Qualifications & Experience Education

  • Bachelor's degree in Engineering, Quality Management or a related discipline.

Experience

  • Minimum 10 years of QA/QC experience on large-scale construction projects.
  • Experience on data centre, pharmaceutical, industrial, manufacturing or other mission-critical projects is highly preferred.
  • Strong understanding of construction quality management, testing protocols and commissioning processes.
  • Experience implementing and auditing quality management systems (ISO 9001 experience preferred).

Skills

  • Strong knowledge of inspection and testing methodologies.
  • Experience with Factory Acceptance Testing (FAT) and Site Acceptance Testing (SAT).
  • Excellent problem-solving and root cause analysis skills.
  • Strong leadership, communication and stakeholder management abilities.
  • Ability to manage multiple contractors and workstreams in a fast-paced project environment.

Languages

  • Fluent English required.
  • French and/or German would be an advantage.
