QA Advisor – Offender Management System
Role Overview
We are looking for an experienced QA Advisor/Manager to support a major Offender Management System (OMS) transformation project. The role focuses on quality assurance, risk management, audits, compliance, dependencies, and change management within a complex public-sector environment.
Key Responsibilities
- Ensure the project meets its objectives and quality commitments.
- Manage project risks and ensure appropriate mitigation measures are implemented.
- Monitor dependencies outside the project, including related programs and systems.
- Monitor agreements and actions resulting from audits and control measures.
- Contribute to the organization's compliance and risk management strategy.
- Conduct and support audits and CIO assessments.
- Advise stakeholders on quality improvements and risk-related matters.
- Provide independent and objective reporting on findings and recommendations.
- Support the preparation and execution of a European tender and subsequent supplier selection process.
Requirements
- Minimum HBO Bachelor's degree.
- At least 4 years of experience as a QA Manager/Advisor.
- At least 2 years of experience conducting or supervising audits and CIO assessments.
- At least 2 years of experience establishing and facilitating risk management.
- At least 2 years of change management experience.
- Knowledge of PRINCE2 Practitioner, IT Quality Assurance, Agile/Scrum, and risk management.
- Experience working within complex organizational or government environments is an advantage.
- Knowledge of the justice/public-sector domain is a plus.
- Strong analytical, communication, planning, organizational, and stakeholder-management skills.
- Able to handle resistance, conflicting interests, and complex administrative environments.
- Independent, objective, pragmatic, and results-oriented.
Assignment
- Location: The Hague, Netherlands
- Hours: 16 hours/week
- Work environment: Complex public-sector/project environment
