Arcadis is seeking a Pursuit Leader to lead pursuits of any value, applying the Market to Opportunity and Pursuit to Win process to deliver high-quality submissions on time and within budget. This role will own and manage a portfolio of pursuits at various stages, sizing assignments to where value can be added and resourcing allows, drawing on strong commercial judgement, stakeholder management, and technical expertise to shape winning strategies.
This role will work closely with the Strategic Opportunities and Pursuit Management team to produce compelling submissions and client presentations, liaise and negotiate with external suppliers to ensure collateral meets quality, timing, and cost standards, and collaborate directly with technical specialists, the Graphic Design Team, and Global Excellence Centers/Global Sales Support resources to build capability and consistently raise output quality. The ideal candidate is a decisive, client-focused leader experienced in infrastructure and the built environment who can coordinate multi-disciplinary teams, drive pursuit strategy, and convert opportunities into wins.
Role accountabilities:
In this role you will be responsible for liaising with client-facing teams, Sector Leads, Account Leads, and Business Directors to lead pursuits through the Market to Opportunity (MtO) and Pursuit to Win (PtW) processes. You will mentor and support the development of other pursuit professionals, taking line management responsibilities to build a strong, capable team. Your contribution to pursuits will be diverse—facilitating workshops, authoring and reviewing content, and ensuring a consistent “one voice” approach across all submissions. Additionally, you will contribute to the continuous development and implementation of pursuit processes and system improvements to enhance efficiency and quality. Building and managing ongoing relationships with key stakeholders and customers will be essential to identify and deliver mutually beneficial solutions.
In the Market to Opportunity phase, you will plan and facilitate capture/MORE workshops, drive capture planning actions, and conduct research into clients, competitors, and markets. This role will require you to develop initial win strategies—both quality and commercial—working closely with technical teams and articulating our “right to win” during governance sessions. You will collaborate with Business Directors to identify bid team members, initiate pursuit approval processes including Go/No Go decisions, and ensure that bid and delivery teams are fully briefed. Maintaining up-to-date Opportunity and Strategic Capture (OSC) records for all assigned pursuits will also be a key responsibility.
In the Pursuit to Win phase, you will promote bid best practices and tools, review PQQ/ITT documentation for compliance, and develop detailed bid plans, programs, and budgets. You will allocate tasks across the bid team, monitor progress, and lead communication to ensure all key components are delivered on time and to the required quality. This role involves working with legal and commercial colleagues to progress contract reviews and develop commercial strategies, managing tender queries, and preparing and leading Pursuit Committees. You will lead content planning and storyboarding, facilitate regular production meetings, address risks, and coach the team on interviews and presentations. Ensuring the bid document’s quality and “look and feel” meets standards, and driving lessons learned into future pursuits, are critical to success.
In this role you will also support the successful handover of won pursuits to project delivery teams, ensuring all relevant information is transferred effectively. You will need strong leadership skills to motivate and guide multidisciplinary teams through tight deadlines and complex pursuit cycles, while prioritizing tasks across multiple pursuits. Effective communication, facilitation, decision-making, and problem-solving skills are essential, as is the flexibility to adapt your role to meet business needs. You will engage with partner organizations and clients to shape compelling propositions and develop bespoke approaches that strengthen our right to win and secure large, complex pursuits.

The salary range for this position is $110,000 - $160,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.
