Duties and Responsibilities

The Bureau of Purchasing and Contracts (BPC) fulfills all the procurement, contract, MFMP purchasing, and statewide real property leasing administration needs for the entire Department. This is a mid-level position that reports to the BPC Bureau Chief. This position will be responsible for providing high-level technical assistance and guidance relating to supporting procurement and contract activities to agency members and vendors.

Serves as the Electronic Repository of Executed Contracts (EREC) and DocuSign Administrator.
Responsible for facilitating and documenting department contract manager changes. Provides data entry into EREC, DocuSign, FACTS, etc. Monitors emails into the Contract Admin and BPCReporting shared email inbox and takes appropriate action needed to respond, file, forward, or troubleshoot messages as appropriate. Reviews documents routed through DocuSign from outside of the Bureau to ensure accuracy, assign new contract numbers for routing, and double-check contracts are thoroughly signed for execution once routed.

In addition to the above this position is the primary coordinator for public records requests of documents in the custody of the Bureau which includes getting responsive documents into GovQA. This position is also responsible for coordinating the monthly office supplies orders for the Bureau, serves as one of the Bureau’s property inventory roles (custodian or inventory appointee). This position serves as the Department’s liaison with the Department of Management Services for applicants of Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), and Project Management Professional (PMP) trainings.


Knowledge, Skills, and Abilities

  • Knowledge and skill of MyFloridaMarketPlace (MFMP) or other e-procurement systems.
  • Knowledge and skill working with DocuSign and GovQA or similar applications.
  • Knowledge and skill working with an electronic document management system.
  • Skill in communicating effectively, both verbally and in writing with internal and external customers.
  • Knowledge of Microsoft Office applications, including Word, Excel, and Outlook.
  • Skill in proofreading, editing, and verifying data for accuracy.
  • Ability to maintain confidentiality of sensitive information.

Preferred Qualifications
Preference will be given to candidates with the following:

  • At least one (1) year of experience working with MyFloridaMarketPlace (MFMP), or other e-procurement systems.
  • At least two (2) years working with Microsoft Office (Word, Excel, Outlook).
  • At least two (2) years working with internal or external customers in a professional capacity.

  • The elements of the selection process may include a skill assessment and/or oral interview.
  • Applicants being considered for employment will be required to submit to a fingerprint-based background investigation, which will include a check of the criminal history records of the FBI. Fingerprints and associated information/biometrics will be retained in the FBI’s Next Generation Identification (NGI) system and fingerprints may continue to be compared against fingerprints submitted to or retained by NGI.
  • FLHSMV employees are paid once a month on the last workday of each month. All state employees are required to participate in the direct deposit program pursuant to s. 110.113 Florida Statutes.
