JOB TITLE: Purchasing Specialist

ORGANIZATIONAL UNIT: Purchasing

SUPERVISOR: Director of Purchasing

FLSA: Non-Exempt

Pay Range: $15.00-$25.00

ALL FULL TIME POSITIONS: In addition to your pay, your salary also includes Medical, Dental and Vision Insurance. The Biweekly deduction from employee paycheck is $40.00 for Employee Only, $95.00 Employee plus Children, $120.00 Employee plus Spouse, and $140.00 Employee plus family.

Assist the Assistant Purchasing Manager with all procurement and ordering as needed within established guidelines. The Purchasing Specialist will also assist with determining order tactics, selecting vendors, following up with vendors for receipt and delivery information, placing orders, negotiating prices, setting up new vendor accounts.

ESSENTIAL FUNCTIONS:

· Assist with obtaining price quotes.

· Research and evaluate vendors based on product price, quality, selection and availability.

· Maintain vendor list and files, obtain vendor billing information.

· Compile and review data, prepare vendor correspondence.

· Inform departments of the availability of materials and delivery schedules.

· Review requisitions in order to verify accuracy.

· Open, sort, and route incoming mail, answer correspondence, and prepare outgoing mail.

· File copies of orders receives, or post on record.

· Work in warehouse when needed.

· Perform general clerical duties.

· Able to make decisions.

· Sign off on requisitions.

MINIMUM QUALIFICATIONS FOR CONSIDERATION:

· Must have a high school diploma or GED equivalent. Some college is preferred.

· Minimum 1 year experience with purchasing and procurement, basic understanding of service agreements.

· Basic knowledge of computer functions and applications, including Microsoft Word and Excel.

PHYSICAL REQUIREMENTS:

· The incumbent will perform physical efforts such as climbing, lifting up to 70 pounds, and reaching. The incumbent will also be seated for prolonged periods of time and do repetitive work at the computer in addition to considerable walking.

GUIDELINES:

· Incumbent uses guides and employer standard operating procedures, in addition to handbooks, policies, and precedents.

· Guidelines include Citizen Potawatomi Nation supply and equipment management regulations and directives, handbooks, precedents, and files of previous projects.

· The Incumbent implements adaptations in dealing with problems and unusual situations always with the best interest of the Citizen Potawatomi Nation in mind.

· Guidelines may include the System of Internal Controls Manuals.

COMPLEXITY:

· As the level of difficulty increases, the incumbent considers differences in the courses of action and refines methods or develops new techniques, concepts, theories, or programs to solve problems.

· Incumbent will frequently be faced with unusual circumstances and incomplete or conflicting data in addition to various staff and personnel who have special interests and individual priorities, which may conflict with existing policy and procedures.

· The level of difficulty will vary from mild to extremely intensive and complex circumstances on a routine basis.

· The incumbent is often required to depart from past approaches and to extend traditional techniques or develop new ones to meet major objectives and projects without compromising responsible methods and integrity principals.

SCOPE AND EFFECT:

· The purpose of the work is to conduct sound, precise supply and equipment inventory and management and accounting methods and contribute to the generation of a profit by providing quality services.

SUPERVISORY CONTROLS:

· Incumbent is under the immediate supervisor of the Assistant Director.

· Supervisor assigns work on information regarding the objectives, priorities, and deadlines.

· Incumbent handles all work independently according to instructions, established policies, and generally accepted procurement principals.

· Supervisor assigns work in terms of objectives and basic priorities and is available for consultation in resolving complex or controversial issues.

· Incumbent independently plans and carries out the projects and selects the approaches and methods to be used in solving problems.
