Starting Annual Salary: $70,306 (depending on experience)

About this Position

The Purchasing Manager is responsible for purchasing and procurement activities for the City, and could be designated as Purchasing Agent of the City, subject to delegation by the City Manager. Responsibilities primarily include purchasing and procurement, and they may be contacted after-hours regarding emergency purchasing decisions.

Qualifications

  • Bachelor’s degree in accounting, finance, business administration, or a closely related field in public administration (preferred)
  • Or knowledge equivalent to a 4-year degree
  • 5 years of related experience and/or training
  • Or equivalent combination of education and experience
  • 2 years of management experience
  • People and/or project management
  • Valid Oklahoma Driver's License and a driving record acceptable to the City's insurance carrier

Preferred Qualifications

  • Bachelor's degree in accounting, finance, business administration, or a closely related field in public administration
  • 5 years of experience in purchasing or contract administration
  • Certification in any of the following:
  • Certified Public Procurement Officer (CPPO)
  • NIGP Certified Procurement Professional (NIGP-CPP)
  • Certified Procurement Officer (CPO)
  • Experience working with internal staff to develop and implement new processes and systems that increase efficiency

Responsibilities

  • Manage, oversee, direct, and participate in purchasing and procurement programs, activities, and planning
  • Examples: negotiations, contract management, supplier relationship maintenance, etc.
  • Oversee, direct, and coordinate the work of Purchasing staff
  • Serve as an advisor to City departments regarding purchasing and procurement
  • Manage and participate in the development and implementation of purchasing and procurement goals, objectives, policies, and priorities
  • Review and approve requisitions for compliance
  • Process purchase orders for all City expenditures
  • Analyze encumbrances and the annual reporting of authorized open funds
  • Prepare and/or supervise the preparation of specifications for bid, quote, Request for Proposal (RFP), and Request for Qualification (RFQ) items
  • Research competitive pricing sources and evaluate products for suitability
  • Oversee the purchasing card program
  • Manage and administer city-wide contracts
  • Oversee, promote, and administer cooperative and joint purchasing program activities and contract processes

Necessary Skills

  • Must be bondable and remain bondable throughout employment
  • Must be willing and able to fulfill all duties in accordance with applicable federal, state, and local laws and policies
  • Must be able to meet the required physical standards for this position
  • Must be able to pass extensive background process and pre-employment screenings
