CONDITIONS OF EMPLOYMENT:

  1. New employees of the Department of Military Affairs will be required to pass a pre-employment drug screening.
  2. New employees of the Department of Military Affairs are required to participate in a direct deposit/electronic transfer program.
  3. The Department of Military Affairs is paid on a monthly basis.

MINIMUM REQUIREMENTS:

  • A High School Diploma or equivalent; AND
  • Six (6) years of professional, full-time equivalent experience in purchasing, accounting, finance, receivables and/or budgeting.
  • Education may substitute for experience on a year-for-year basis.

DUTIES AND RESPONSIBILITIES:

  • Assists with monitoring purchasing and contracting transactions for DMA to ensure compliance with Florida Statutes are met. Assists with the monitoring of dates on contracts to ensure completion from start to final payments are processed prior to expiration.
  • Assists with administering and management of all federal/state cooperative agreements which allocate funds to specific Army and Air Force programs throughout the state; ensuring provisions of the various agreements are met during execution.
  • Assists with providing purchasing and contracting expertise to ensure all purchases, regardless of complexity, are in accordance with state and federal rules, regulations, and guidelines to include bids, RFP’s and ITN’s.
  • Assists with monitoring all purchases and contracts on My Florida Market Place and the Florida Accountability Contract Tracking System (FACTS).
  • Assists by providing oversight and guidance in the management and execution of grants awarded to DMA.
  • Assisting and training other purchasing personnel as required.
  • Assists with the administering of the p-card application process
  • Submits application and all documents to bank of America WORKS for processing
  • Assists with monitoring all purchases and ensures all information is in the WORKS system. Follows transactions through
  • works for accuracy and timeliness. Provide assistance to cardholders with coding and processing transactions.
  • Assists with canceling p-cards upon position changes and employee terminations.
  • Assists with the monitoring and processing of lease payments.
  • Assists with gathering documents between departments for processing payments.
  • Receive reports from accounting to ensure payments are processed accurately and timely.
  • Assists with monitoring the WEX Gas card program to include proper usage, expenditures, and lost/stolen cards replacements.
  • Ensure reports are submitted accurately and timely.
  • Assists with tracking and monitoring cell phones
  • Verifies and implements state active-duty cell phones during emergencies
  • Supports State Active-Duty missions in a purchasing role as needed
  • Supports any activity assigned by the State Quartermaster, Deputy State Quartermaster and/or the Chief Financial Operator
