By joining the Division of Waste Management, Program Planning and Administration Branch, Project
Administration Section as a Purchasing Agent II in Franklin County, you will have the opportunity to Establish
complex personal service contracts, serve as a lead in the evaluation of proposals, create complex
requisitions for technical non-professional services for the Division, and monitor purchases made for
conformation with the Model Procurement code.

Holders of the Purchasing Agent II position will complete tasks such as:
  • Establish, negotiate, and administer complex personal service contracts, including developing Requests for Proposals (RFPs) and evaluating vendor responses.
  • Monitor procurement activities to ensure compliance with the Kentucky Model Procurement Code (KRS 45A) and all applicable federal and state procurement requirements.
  • Prepare and process complex procurement transactions in eMARS, including requisitions, contract modifications, Commodity Encumbrance Corrections (CECs), and Vendor/Customer Modifications (VCMs).
  • Provide procurement guidance, technical assistance, and training to Division staff, program areas, vendors, and other state agencies.
  • Monitor contract performance, expenditures, and vendor compliance while maintaining accurate procurement records and recommending corrective actions when needed.

Minimum Requirements
EDUCATION:
Graduate of a college or university with a bachelor's degree.

EXPERIENCE, TRAINING, OR SKILLS:
Five years of purchasing experience.

Substitute EDUCATION for EXPERIENCE:
NONE

Substitute EXPERIENCE for EDUCATION:
Additional experience in purchasing, administrative, accounting, procurement or a related field will substitute for the required education on a year-for-year basis. Certification as a Certified Professional Public Buyer (CPPB) from the Universal Public Certification Council will substitute for one year of the required education. Certification as a NIGP Certified Procurement Professional (NIGP-CPP), or Certification as a Certified Public Procurement Officer (CPPO) from the Universal Public Certification Council, or Certification as a Certified Grants Management Specialist (CGMS) from the National Grants Management Association will substitute for two years of the required education.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
