Position Information

TxDOT Public Transportation Division is seeking a collaborative and motivated professional to manage the Federal Transit Administration (FTA) Section 5304 Statewide Planning Program and the Rural Transit Assistance Programs (RTAP). This position provides an opportunity to be involved in how public transportation planning, technical assistance, and capacity-building activities are delivered across Texas, supporting transit providers, planning organizations, and local partners in communities of every size. The position oversees funding, provides technical assistance for regional coordination planning and transit agencies, coordinates with stakeholders throughout Texas, and ensures compliance with federal and state requirements.

Administers complex state and federal public transportation grant programs and projects. Performs program and project oversight activities to include complex applications, grant agreements, procurements, reimbursements, audits and administrative requirements to determine compliance with federal and state requirements, laws, regulations, policies, and procedures. Work requires contact with departmental managers, high-level executives, governmental officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives under direction from their supervisor but are handled at the occurrence.

Essential Duties:

  • Acts as district or division liaison in area of expertise.
  • Plans, develops and recommends program guidelines, policies, procedures, enhancements and methodologies.
  • Administers public transportation funds and related programs.
  • Collaborates with program staff to provide technical assistance on program requirements to government agencies, transit providers, community organizations and the general public.
  • Analyzes applications, prepares and makes recommendations on program funding; advises when
    contracts/grants/projects/programs are approved, funding matters, status and when funds become available.
  • Collaborates with program staff to conduct reviews to ensure compliance with federal and state requirements, laws,
    regulations, policies and procedures; assists in approvals and developing recommendations for improvements.
  • Develops and prepares reports, and correspondence, hearing testimony and white papers.
  • Recommends program guidelines, policies, procedures, enhancements and methodologies.
  • Writes internal/external correspondence/reports/lists/forms/updates/memos concerning programs and projects.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education Bachelor's Degree in public or business administration or an accounting related field. Relevant work experience may be substituted for degree on a year per year basis Substitutions for Minimum Qualifications

Experience 5 years experience in contract/grant/funding administration, planning, budgeting and/or working with state and federal funding. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis

Licenses and Certifications Valid driver’s license. This position requires driving a state vehicle.

Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels;receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
