Job Description

This is a new post in the Integrated Public Transport Strategy Unit in the Transport Integration and Connectivity (TIC) Directorate and will be crucial in realising the aims of the Directorate. The Public Transport Fares and Funding Reform Lead is responsible for leading the strategic review of public transport fares and funding, with oversight of the delivery of its development and recommendations, to advance the actions required to support public service reform and ensure the financial sustainability of the public transport system.

The TIC Directorate supports the National Transport Strategy aims to integrate the public transport network, protect our climate and improve the lives of the people of Scotland.

TIC brings integrated public transport, accessibility and connectivity expertise into one Directorate to facilitate more seamless collaboration across modes and policies. The Directorate provides a visibly stronger focus from Transport Scotland in integrating and connecting public transport systems to take a whole system approach to deliver public transport system transformation.

The Unit underpins public service and funding reform with the work to provide clarity on integrated public transport priorities for operating partners and stakeholders (internal and external) through the development of an integrated public transport vision, strategy and delivery plan.

The work to review public transport fares and funding will support the delivery of public service reform. It will identify opportunities to improve the financial sustainability of the public transport operating model in Scotland, working closely with colleagues across Transport Scotland with responsibilities for car use reduction and demand management, transport governance, integrated ticketing and with specific responsibilities for how fares and funding are managed across modes within the public transport system.

Responsibilities

  • Delivery of its development and recommendations:
    o Conduct a strategic review of public transport fares and funding, identifying and co-ordinating actions to better target how Scottish Ministers support the public transport system.
    o Undertake engagement with modal policy leads with varying responsibilities for how fares and funding are managed across the public transport system, working in collaboration with modal policy leads and analysts to identify and develop the actions required to support public transport system transformation.
    o Consider options and develop the business case to advance integrated public transport fares, working collaboratively with operating partners and internal/external stakeholders.
    o dentify recommendations and develop the potential pathways to public transport fares and funding transformation, working closely with TIC colleagues with responsibility for the review of transport governance and the development of the national integrated ticketing system business case.
    o Support Unit Head in securing collective buy-in for the strategic review of fares and funding, and widely the TIC vision.
  • Contribute to the delivery of public service reform and the financial sustainability of the transport system through the team’s activities:
    o Develop and prioritise actions within the strategic review of public transport fares and funding to improve the efficiency of the public transport operating model in Scotland.
    o Ensure alignment and integration with other reform work across Transport Scotland (e.g. governance, ticketing or modal reform (such as bus franchising).
    o Oversight of fares and funding policy reform, delivering transformation in partnership with internal and external stakeholders.
  • Support the wider TIC Directorate and Transport Scotland with policy development, programme management, and engagement activity:
    o Engage with major public transport projects to influence their strategic alignment to the TIC objectives and integration into the wider public transport system.
    o Support the other Units within TIC to advance the Integrated Public Transport Vision, Strategy and Delivery Plan.
  • Provide line management and leadership to the team.

Working pattern

This role is a permanent level transfer position.
