BOLI, Wage and Hour Division is recruiting fortwo permanent, full time Public Service Representative4(PSR4). This position plays a key role in supporting the Division’s mission to enforce Oregon’s wage and hour laws and protect the rights of workers statewide.
The Public Service Representative4(PSR4) performs advancedproblemsolvingand case work requiring independent judgment, research, analysis, and negotiation, serving as a liaison between the public and the agency to clarify issues, resolve disputes, and ensure fair application of wage and hour laws. Duties include researching agency records, interpreting statutes, rules, and policies for case inquiries,determiningjurisdiction, and providing information andassistanceto employers, employees, and the public by explaining laws and procedures by phone, in writing, and in person. The role prepares clear responses, routes inquiries appropriately,maintainsaccuraterecords of contact, andparticipatesin ongoing training to stay current on changes in laws, rules, and program requirements.

Serve as a liaison between the public and the agency to clarify issues, resolve disputes, and ensure fair application of wage and hour laws.
Research agency records and interpret statutes, rules, orders, and policies to respond to case inquiries anddeterminejurisdiction
Provide information andassistanceto employers, employees, and the public by explaining laws, rules, and procedures by phone, in writing, and in person.
Prepare clear written responses, route inquiries appropriately, and support resolution of complex or sensitive issues.
Maintainaccuraterecords of contacts, case information, andfollow upactionsin accordance withprogram requirements.
Participate in ongoing training to stay current on changes in laws, rules, policies, and program procedures.
Three years of experience performing public contact and/or customer service duties comparable to the work of a Public Service Representative.

At least two years of this experience must include dealing with the public in-person or by phone providing information about services and programs; explaining rules, programs, and procedures; and/or providing assistance, explaining requirements, and gaining compliance.
Preference may be given for experience providing service in an area of specialization specific to the position opening.
Strong ability to research, analyze, and interpret laws, rules, and policies.
Demonstrate skilled in resolving disputes through clear communication, negotiation, and sound judgment.
Demonstrated experience providinghighqualitycustomer service to diverse individuals and communities.
Experienced working incomplex information in a clear,accurate, and accessible manner, both verbally and in writing.
Demonstratedstrong organizational skills, includingmaintainingdetailed records and managing multiple inquiries or cases simultaneously.
Adaptability and willingness to learn, including staying current on program changes, new laws, and evolving procedures.

Per the Pay Equity Law passed in 2017, a pay equity analysis will be conducted to determine what pay step the successful candidate will be offered. The analysis will be based on the relevant experience, education, training, and certifications documented in the applicationmaterials.
This is a PERS qualifying position. Employees new to the Public Employee Retirement System (PERS) will get a 6.95% base salary increase and will pay a 6% employee contribution to PERS,after an initial six-month waiting period. If you are already a PERS member, this position’s base salary will include a 6.95% increase for employee contribution.
