Role Responsibilities

Public Safety Investigator plays a key role in promoting highway safety and regulatory compliance across Alberta's commercial transportation industry. This position conducts complex inspections and investigations of federally and provincially regulated commercial carriers, assesses compliance with legislation and National Safety Code (NSC) standards, and applies appropriate enforcement actions to address non-compliance.

Key responsibilities include:

• Conducting detailed investigations, audits, and compliance inspections of commercial carriers, drivers, and transportation operations to ensure adherence to provincial and federal legislation, regulations, and National Safety Code standards.
• Collecting, analyzing, and documenting evidence from multiple information systems and databases to support investigations, enforcement actions, disclosure requirements, appeals, and judicial proceedings.
• Responding to high-profile commercial vehicle incidents and providing technical expertise, guidance, and support to law enforcement agencies, first responders, industry representatives, and other stakeholders to help protect public safety.
• Leading and supporting education, awareness, and outreach initiatives that promote regulatory compliance and strengthen relationships with commercial carriers, industry associations, law enforcement partners, government agencies, and the public.
• Acting as a liaison between stakeholders and regulatory authorities to facilitate communication, resolve disputes, and ensure consistent application of transportation safety legislation throughout the province.
• Assessing the nature, severity, and history of non-compliance and determining appropriate corrective and enforcement measures, including educational interventions, administrative penalties, suspensions, cancellations, violation tickets, and other legislative actions.
• Preparing comprehensive investigative reports, enforcement documentation, disclosure packages, and court-related materials while ensuring accuracy, objectivity, and compliance with legislative requirements.
• Maintaining current knowledge of transportation legislation, regulatory programs, industry trends, and enforcement practices to support continuous improvement in carrier safety and compliance across Alberta.

Qualifications

Required:

• University degree in a related field (i.e., Law enforcement, criminal justice) plus two (2) years of progressively responsible related experience; or 2-year diploma and 4 years of experience in an enforcement, regulatory or administrative justice role, to understand public safety theories and principles. equivalent as described below.

• Eligibility for designation as a Peace Officer under Provincial Legislation.
• Eligibility as an highway Dangerous Goods inspector.
• Class 5 Drivers License.
• Certification on First Aid & CPR “c”.

Equivalency: Directly related education or experience may be considered on the basis of:

• 1 year of education for 1 year of experience; or
• 1 year of experience for 1 year of education.
  
  

Assets:

• Have a good working knowledge of the Dangerous Goods Transportation and Handling Act and Regulations.
• Have a good working knowledge of the Commercial Vehicle Safety Alliance (CVSA) North American Standard Inspection (NASI) procedure.
• Expert knowledge of Federal and Provincial transportation legislation including, but not limited to, Motor Vehicle Transport Act (Federal),Commercial Vehicle Driver's Hours of Service Regulations (Federal), Drivers' Hours of Service Regulation (Provincial), Traffic Safety Act and Regulations; National Safety Code standards.
• Expert knowledge of National Safety Code standards.
• Extensive knowledge of investigation, enforcement, and investigational best practices, in performing inspections, investigations, administrative justice and enforcement in regulatory compliance and procedures.
• Extensive knowledge of government electronic and information technology systems such as: Transportation Safety Information System (TSIS, ARC, ROADS, eFacility, eInspection, CORES, ARTS).
• Working knowledge of Alberta Environmental Protection and Enhancement Act; Occupational Health and Safety legislation.

Notes

This role is a permanent, full-time position, with the standard work hours of 36.25 per week, Monday to Friday.

Location: Calgary.
