The-anticipated-salary range for this position is?$76,742 (minimum) - $122,603?(maximum)

WHO WE ARE

The Montgomery County Police Department (MCPD) is made up of approximately 1,300 sworn officers and approximately800support personnel. The Police Department was established in 1922, and today is responsible for providing service to a County with a population of over one million people.

WHO WE ARE LOOKING FOR

This position is for current Montgomery County employees who work in the Montgomery County Police Communications Division.

This position requires the ability to work rotating shift work, work holidays, and work mandatory overtime in a 24/7 environment.

Due to the key job responsibilities, this position is not qualified to telework and is an in-person, on-site position only.

This position is essential and will require working during all types of weather.

Examples of duties

This is a first level supervisory full performance multi-discipline public safetyemergencycommunicationspositionoperatingin a 9-1-1 emergency communications center and providing mission critical supervision for Public Safety Emergency Communications Specialists(PSECS)assigned to call taking and dispatching services. Additionally, this position is responsible forensuring thevital link between the general public and law enforcement, fire, emergency medical, and animal control providers in response to 9-1-1 or non-emergency calls concerning public safety mattersis maintained and the appropriate services are rendered in a timely manner.

• Supervising daily operation of a shift of PSECS working in a 24/7 mission critical environment in three operational areas, multiple-discipline 9-1-1 emergency and non-emergency call taking, law enforcement dispatch, and Fire/EMS dispatch.
• Live monitoring of call taking and dispatching to endure proper handling.
• Addressing minor complaints from employees andthe public.
• Responding to employee questions about situations not covered by SOP’s, interpreting existing guidelines to provideappropriate coursesof action.
• Communicating new policies/procedures and special operations/events to employees.
• Coordinating schedule adjustments foremployeesas neededandactingonleaverequests; developing and implementing overtime sign up schedule and updating daily scheduleassignments;coordinatingdailyassignment rotations, breaks andmealtimes, to ensure sufficient staffing is maintained to meet operational needs;and authorizing overtime assignments.
• Providing coaching, mentoring, andcareerdevelopmentforemployees; recommendingemployees for training andcareerdevelopment opportunities.
• Conductingquality assurance reviewsof call taking/dispatchingrecordingstomaintainquality control.
• Evaluating and counselling employeesregardingtheir work performance;reviewing and approvingemployee’stimecardsand use of leave.
• Performing mid-year and annual reviews for assigned employees.
• Providingrecommendationsconcerning special employee recognition and disciplinary measures.
• Making referral as needed to the ECC Social Worker.
• Ensuring assigned employees are current with all required certifications,licensuresandtrainings.
• Ensuring all safety requirements are followed.
• Monitoringtheadjustment of training of new employeesand monitoringCommunications Training Officersin theirperformance and interactionswith trainees.
• Interviewing and evaluating applicantsfor various positions,as well asprovidehiring recommendations to higher authority.
• Ensuringinquiriesfrompolice, fire/rescue,regulatoryagencies,and citizensare promptly and correctly addressed.
• Maintainingpersonalcalltakeand dispatch skill levels;providing back-up 9-1-1 call takingand dispatchas neededtomaintainstandards.
• Maintainingandmonitoringelectronic communication with multiple municipalities, surroundingjurisdictions, County agencies, fire/rescue units,patroland specialized law enforcement officersoperatingacross over 200 radio talk groups.
• Supervising communications support for major events/disasters between police, fire/rescue,and other public safety agencies.
• Ensuring that computerized radio, telephone, and data transmission systems are properly functioning.
• Conducting routine testing and diagnostics to assure proper functioningof all radio, phone, and other communication systems;initiatingtroubleshooting of software and hardware problems related to automated public safety communications equipment and notifyingappropriate supportstaff, vendors/County agencies when problems occur.
• Responding to priority requestsfor 9-1-1 phone and public safety radio talk group audio recordings requested.
• Monitoringcommunication with pursuing law enforcement officers by ground and air.
• Preparing, advising, reviewing, and recommending changes to existing andproposed SOP’s that govern the work of the Communication Division.
• Conducting tours of the Communication Division to County personnel and authorized visitors.
• Conducting daily facility checks of the active Emergency Communications Center facility.
• Making notifications regarding predetermined type incidents via telephone and text to various individuals and/or groups.
• Participate on various workgroups, committees, special details, and attend meetings which may occur outside of your normal work schedule.

Qualifications

This Position is ONLY Open to Montgomery County Government Employees

Experience: Thorough (five (5) years) experience working in Montgomery County communications center including two years as a Public Safety Communications Specialist III, Public Safety Communications Specialist IV or as a Senior Public Safety Emergency Communications Specialist

Education: Graduation from high school or High School Certificate of completion recognized in the State of Maryland. Completion of 1,920 hours of Montgomery County Police Emergency Communications Center (ECC) classroom and practical training.

LICENSE: Upon Completion of Probationary Period :Possession and maintenance of CPR certification; Law Enforcement Dispatch, Fire Dispatch, and Emergency Medical Dispatch Protocol System certifications; State of Maryland Emergency Medical Dispatch license; METERS/NCIC certification; Communications Training Officer Certification must be obtained by the completion of the probationary period.
