Job Description
Our team in Public Policy and Government Relations (PPGR) plays a key role in fostering collaborative relationships with external stakeholders which aligned with the needs of the communities we serve. We are currently seeking a Data Centre PMO to join our team to drive strategic initiatives across TikTok's SEA data centre portfolio to enhance TikTok's thought leadership among government stakeholders, as well as connecting business with meaningful and impactful projects with government.
The Public Policy Manager for Data Centres will lead the project management for data centre government relations initiatives while serving as the liaison between internal and external stakeholders. This role directly supports TikTok’s strategic objectives by protecting key infrastructure investments, minimizing compliance risks, and reinforcing government trust. This person will work closely with internal technical teams, legal, sustainability, and external consultants to develop, execute, and maintain a government engagement strategy that supports the company’s expansion plans.
Key Responsibilities:
1. Regulatory & Policy Liaison:
- Support engagement with relevant government agencies (e.g., energy regulators, local planning and zoning authorities) in coordination with senior GR and project leads.
- Track and summarize relevant legislation, regulations, and industry standards (e.g., data privacy, energy use, cybersecurity, land use) that may impact data centre projects, and support internal advocacy positions on local policies affecting data centre development and operations (e.g., tax incentives, energy supply agreements).
- Ensure all project planning, documentation, and execution are compliant with national, state, and local government requirements, escalating issues as needed.
2. Stakeholder Coordination & Communications Support
- Support day-to-day coordination with government counterparts, regulatory staff, and local stakeholders under the guidance of senior leads.
- Prepare briefing materials, talking points, and presentation decks for meetings with government bodies, highlighting project scope and key benefits.
- Help maintain stakeholder contact lists, meeting records, and follow-ups to ensure continuity and consistency of engagement.
3. Research, Documentation & Reporting
- Manage the submission and tracking of all required governmental documents, ensuring accuracy and timely delivery.
- Prepare project dashboards, status reports, and executive briefings for leadership and stakeholders.
- Document processes, lessons learned, and best practices to support knowledge-sharing across future projects.
4. Risk Mitigation & Issue Resolution (Government Focus):
- Identify and proactively manage regulatory and political risks that could cause project delays or cost overruns and flag issues early to senior stakeholders.
- Coordinate responses to government inquiries, audits, or compliance issues related to the data centre projects in coordination with Legal, GR, and project teams.
- Track action items and mitigation steps related to regulatory and government-facing issues.
