MINIMUM QUALIFICATIONS:
JOB DUTIES AND RESPONSIBILITIES:
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees’ work. The incumbent has the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules ensuring proper coverage, and complete timesheets.
The incumbent is responsible for: planning and directing facility services for the Orange County Health Department; recommending policies and procedures to enhance operation of all Orange CHD facilities; resolving problems to meet operational objectives; monitoring staff activities to meet specific measurable service goals to assure compliance with mission requirements; analyzing and evaluating clinic and office operations pertaining to each facility; advises and supports program managers to optimize program efficiency.
The incumbent also:
Manages building maintenance, repairs and improvements. Manages fire alarms, security alarms and access systems to ensure facilities are safe and secure, and that staff have appropriate access per operational requirements. Analyzes and assesses facility data to detect issues and problems to correct any such problems before they affect operations.
Works with Orange County government to coordinate joint actions in the county-owned facilities the Health Department occupy. Serves on interdisciplinary teams to develop plans for continual operational improvement; implements recommended improvements.
Determines operational space requirements, advises senior management on optimum space usage, and implements changes to space usage.
Oversees construction and renovation projects provided by the County and Department of Health headquarters.
Manages vehicle fleet. Coordinates with County Fleet Management for vehicle acquisition, maintenance and disposal.
Procures, and processes payments for, services and materials needed for operations, maintenance and repairs.
Serves as a contract manager as required by section 287.057(13) Florida Statutes for program/division/County Health Department. Develops scopes of work and coordinates with vendors. Serves as chair of safety committee; monitors and analyzes fire and life safety issues. Assists in writing policies and procedures.
