About the role:

The Public Health Registrar position is a training position, with an expectation of significant learning, achieving new competencies and related work productivity. Wuchopperen holds the Specialist Training Pathway (STP) funded position for the Public Health Registrar. There is a further 50-50 secondment agreement between Wuchopperen and the Queensland Health Cairns Public Health Unit (CPHU) and on agreed Queensland Health project(s), which is divided into 0.5 FTE public health at Wuchopperen, and 0.5 FTE at CPHU, with the opportunity to engage in some clinical service delivery activities at Wuchopperen where appropriate.

The Public Health Registrar is supervised by the Wuchopperen Director Medical Services (DMS) and a Fellow of the Faculty of Public Health Medicine, Australasian Faculty of Public Health Medicine (AFPHM). The position has no supervisory responsibilities.

This position works closely with members of the Wuchopperen Service Excellence Unit, and maintains regular contact with other program staff to ensure effective outcomes for clients.

Key responsibilities:

  1. Participate in public health activities that improve Wuchopperen’s health services, as agreed by the DMS, mentor, supervisor and the requirements of the RACP Faculty of Public Health Medicine.
  2. Obtain an increased understanding of the role of public health within Wuchopperen and Cairns Public Health Unit, Queensland Health.
  3. Assist in decision-making, planning, implementation and evaluation of safe, quality clinical services.
  4. Support the delivery of best practice clinical services including general medical practice, emergency care and community health, as negotiated with the Wuchopperen DMS and AFPHM Supervisor, and considered for individual Registrars on a case-by-case basis.
  5. Assist with review and analysis of organisational health data in collaboration with team members and provide advice to the DMS on operational organisational priorities.
  6. Contribute to the maintenance and implementation of clinical governance and other appropriate systems to monitor and improve the quality and safety of clinical services and the management of health conditions and risks.
  7. Develop and foster productive relationships through negotiating, consulting, liaising and communicating with key stakeholders including representing the organisation in external committees and forums as required.
  8. Support the implementation of the organisation’s research strategy including identification of relevant research opportunities and promote education and training activities to facilitate the development of evidence-based practice and service improvement.
  9. Gather and record statistical data relevant to measuring performance against agreed indicators and participate in review and evaluation activities.
  10. Participate in organisational and community outreach activities to advance the health and wellbeing of Aboriginal and Torres Strait Islander people.
  11. Work within Wuchopperen’s Policies and Procedures including the Staff Code of Conduct and the Work Health and Safety requirements and contribute to continuous improvement processes to ensure compliance with relevant standards and safe, effective service delivery.
  12. Other duties as required, within your skills, experience and capacity.

For applicants to be successful in this role, they should demonstrate:

  • Demonstrated experience and/or willingness to learn public health processes supporting, implementing and evaluating primary health care services within a multi-disciplinary environment, preferably within a primary health care setting.
  • A willingness to undertake First Nations health education and training opportunities specific to the Cairns and Far North Queensland region
  • Knowledge and understanding of Aboriginal and Torres Strait Islander societies and cultures from an historical and contemporary perspective, including the ability to communicate effectively and sensitively with Aboriginal and Torres Strait Islander people.
  • A demonstrated understanding of the issues affecting the health and wellbeing of Aboriginal and Torres Strait Islander people together with demonstrated experience in the delivery of public health and clinical services alongside Aboriginal and Torres Strait Islander people.
  • Extensively developed interpersonal and communication skills including the ability to liaise with a range of stakeholders as well as effectively advocate for Aboriginal and Torres Strait Islander people.
  • Demonstrated ability to work independently and in a multi-disciplinary team environment, prioritise and meet deadlines, deal with matters of a sensitive and confidential nature.
  • Demonstrated ability to meet and work within the core values and behaviours of Wuchopperen.

Qualifications and experience:

  • The candidate must have a Degree in Medicine from a recognised university
  • Enrolment as a public health trainee (Registrar) with the Australasian Faculty of Public Health Medicine (AFPHM)
  • The Public Health Registrar must have current registration with the Australian Health Practitioners Regulation Agency (AHPRA) and preferably with Immunisation Endorsement.
  • It is a condition of employment in this role for the employee to be, and remain, vaccinated against measles, mumps, rubella, varicella (chicken pox), pertussis (whooping cough) and hepatitis B. It is recommended for the employee to be vaccinated against COVID-19.

  • Current AHPRA Registration
  • Proof of qualifications is required to be provided prior to the commencement of duty.
  • Possess a current driver’s licence.
  • A commitment to adhere to Wuchopperen’s policies and procedures.
