
Public Health Officer– Lebanon Crisis Response (Consultant), Global Health

Together we can reinforce a culture of respect, integrity, accountability, and transparency Program Summary: Project HOPE is providing humanitarian assistance to the conflict-affected population in Lebanon. The current response portfolio focuses on Health programming through Project HOPE programs and partnerships. Project HOPE is seeking health professionals to join our Lebanon Country Response team for the role ofPublic Health Officer (PHO). As a PHO, you will oversee and monitor the implementation of activities at the Primary Healthcare Satellite Units (PSUs) and/or hospitals supported by Project HOPE, ensuring alignment with project objectives and national standards. You will be responsible for tracking performance across key service areas, including the quality and volume of medical services, community-based outreach activities, usage of purchased equipment, and adherence to established protocols. In addition, you will coordinate with Project HOPE’s country teams to ensure effective implementation of activities, provide technical support where needed, and adapt interventions based on the evolving context in Lebanon and emerging community health needs. PRINCIPAL RESPONSIBILITIES: The Public Health Officer is expected to approach their engagement with a positive attitude and be willing to support the needs identified for the response. Below is a list of tasks that Public Health Officer is expected to be able to support. Health responsibilities will be based on their experience as healthcare professional and will only be able to participate in the context of that position On-site Monitoring ·Monitor the implementation of project activities and guidelines in the PSU. · Monitor the set up and usage of equipment in supported health facilities. ·Conduct regular field visits (at least 3 times per week) to follow up on service delivery, including medical consultations, diagnostics, and community-based activities. ·Ensure proper implementation of the referral system and follow up on referral processes. ·Ensure compliance with MoPH reporting requirements (medication consumption, shortages, epidemiological surveillance). ·Coordinate with Head(s) of Center and PSU staff to address gaps and ensure smooth implementation of activities. ·Follow up on data entry and ensure accuracy and completeness of reported data on Phenics. ·Extract and compile data from PSU on a regular basis. ·Monitor and submit key project indicators on a weekly basis related to service provision, outreach, and referrals to ensure effective implementation. ·Prepare and submit weekly/monthly reports and other required reporting outputs. ·Report incidents and challenges to the Senior Health Manager and follow up on actions to ensure the project improvement. ·Ensure proper documentation, archiving, and availability of supporting documents. ·Coordinate with finance on validation of services when needed. Community Outreach ·Support the implementation of community-based outreach and health awareness activities. ·Coordinate with the PSU teams on campaigns and events. ·Lead outreach activities and ensure alignment with PSU services. ·Support community needs assessments when required. Basic Support & Follow-up ·Use monitoring tools and checklists to follow up on activities. ·Support Supply Chain and Security Coordination with post distribution monitoring for equipment. ·Support PSU teams in implementing required procedures and tools. ·Provide training for field (partners) staff on reporting tools and technical guidelines (Phenics, awareness sessions, etc..). ·Follow up on patient satisfaction data collection and feedback. ·Continuous coordination with MOPH PHCC Officer/Coordinator in the area. The Public Health Officer will also be expected to support other duties as assigned.
