SALARY

$81,642.50 - $102,053.16Under general supervision, this position will work closely with businesses the city has made a contract with by auditing their sales for tax revenue for the city and work on economic development projects. This position will provide support to high level management with regards to information on tax revenue and economic development.

ESSENTIALJOBFUNCTIONS:

  • Independently manage Financial Services economic development program including the management of multiple tax increment financing districts; numerous and varied multi-year tax abatement and Chapter 380 economic development agreements; multiple public and business improvement districts.
  • Provide consultation to Economic Development Manager on the structuring and language of economic development incentive agreements in order to appropriately manage and administer contracts, and advise City Management on the administration and performance of all economic development deals and the impact on City’s finances.
  • Serve independently in the role of Chief Administrator of the Tax Office on the behalf of the City Manager and the CFO.
  • Provide other Treasury functions as needed, including, but not limited to: sales tax reconciliation; processing financial transactions, processing large dollar transactions and managing special programs.

OTHERJOB FUNCTIONS:

  • Partner with external agencies during establishment of their budgets.
  • Read maps and interpret plats and surveys of properties for property tax purposes.
  • Manage multiple budgets and funds on behalf of CFO and Economic Development Manager.
  • Produce accurate, high quality reporting on the analysis and status of economic development deals and tax increment reinvestment zones.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities Required:

  • Knowledge of principles and practices of accounting, auditing, budgeting, public finance administration, municipal accounting taxation, and revenue management.
  • Knowledge and understanding of the Texas Property Tax System.
  • Knowledge and understanding of international economic development practices.
  • Knowledge of continuous process improvement techniques and practices.
  • Knowledge of office and administrative practices and procedures
  • Skill in using PC Software including current Microsoft Office Suite of applications.
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill with organization and attention to detail.
  • Ability to apply and administer Texas laws for local governance, taxation, economic development, and budgeting.
  • Ability to plan and direct projects from inception to completion.
  • Ability to produce and analyze financial reports and make accurate revenue and expenditure estimates.
  • Ability to operate variety of office equipment including but not limited to PC, fax machine, calculator, copier and
    camera.
  • Ability to receive ambiguous or detailed information through a variety of communication methods.
  • Ability to generate new or innovative ideas or solutions to a problem.
  • Ability to critically evaluate information concerning financial statement presentations.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to work independently under general instructions.
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to prioritize deadlines and tasks.
  • Ability to learn new systems and procedures quickly.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.

Qualifying Education and Experience:

  • Bachelor's degree in Public Administration, Finance, Business Administration, or Economic Development.
  • Minimum of 4 years of experience.

Preferred Education and Experience:

  • Registered Tax Assessor-Collector License through the Texas Department of Licensing and Regulation, Economic Development Finance Professional is preferred or can be obtained within three years of employment.
