Job Description

[What the role is]

We are seeking a highly motivated and experienced professional to lead the development, delivery, implementation, and ongoing management of enterprise-level operational and digital systems using Artificial Intelligence (AI) vibe coding tools. The successful candidate will oversee end-to-end project delivery, stakeholder engagement, system integration, vendor management, governance compliance, and operational readiness for mission-critical IT platforms.

[What you will be working on]

Project Delivery and Management

  • Lead the planning, implementation, testing, deployment, and operationalisation of enterprise IT systems.
  • Manage project scope, schedules, deliverables, risks, issues, budgets, and dependencies to ensure timely and effective delivery.
  • Coordinate with business users, senior management, technical teams, vendors, and other stakeholders to drive project outcomes.
  • Support procurement activities, including requirements gathering, tender preparation, proposal evaluation, and contract administration.

Business Analysis and Stakeholder Engagement

  • Gather, analyse, and document business requirements from multiple stakeholder groups.
  • Facilitate workshops, discussions, and requirement clarification sessions to align business needs with technical solutions.
  • Prepare management papers, project updates, presentations, reports, and decision papers for senior management review.
  • Maintain effective communication between business users, technical teams, vendors, and management stakeholders.

Solution Development, Design and System Integration

  • Oversee solution design and ensure alignment with business, technical, security, and operational requirements.
  • Manage integration across enterprise applications, cloud platforms, APIs, databases, and third-party systems.
  • Work closely with applications, infrastructure, cybersecurity, data, and cloud teams to ensure system interoperability and resilience.
  • Review technical specifications, design documents, implementation plans, and system architecture proposals.

Vendor and Contract Management

  • Manage system vendors throughout the project implementation, maintenance, and support lifecycle.
  • Monitor vendor performance and ensure compliance with contractual obligations, deliverables, service levels, and governance requirements.
  • Coordinate review and acceptance of vendor submissions, including technical proposals, project plans, testing documentation, and operational handover materials.

Operations, Support, and Governance

  • Support system operations, enhancements, maintenance, and continuous improvement activities.
  • Coordinate incident management, problem resolution, service requests, and change management activities.
  • Ensure system availability, reliability, security, performance, and operational readiness.
  • Support compliance with Government ICT policies, cybersecurity standards, audit requirements, risk assessments, and governance processes.

[What we are looking for]

  • Degree in Computer Science, Information Systems, Engineering, or a related discipline.
  • At least 3 years of relevant experience preferred, such as IT project management, business analysis, systems implementation, or enterprise application delivery.
  • Experience delivering enterprise-scale systems involving cloud-hosted solutions, application development and maintenance, system integration, and multi-stakeholder coordination.
  • Experience managing vendors, system implementation projects, service delivery, and contractual deliverables.
  • Experience working with Government agencies, statutory boards, or large enterprises will be advantageous.
  • Experience in AI vibe coding tools, automation, analytics, or digital transformation projects will be an advantage.


Technical Knowledge

  • Knowledge of cloud platforms such as AWS, Microsoft Azure, Government Commercial Cloud, or equivalent environments will be advantageous.
  • Knowledge of enterprise system integration, APIs, databases, web applications, and mobile applications.
  • Understanding of identity and access management, cybersecurity principles, IT service management, and application support processes.
  • Awareness of Government ICT governance, security review, audit, risk assessment, and compliance requirements will be advantageous.


Competency

  • Strong project management, stakeholder engagement, and communication skills.
  • Strong analytical, problem-solving, documentation, and presentation skills.
  • Ability to manage multiple priorities, projects, vendors, and stakeholders concurrently.
  • Ability to translate business requirements into practical, secure, and sustainable technical solutions.
  • Good understanding of procurement, tender specifications, proposal evaluation, and contract management processes.
