Terms of Reference
1. General Background
UNHCR Korea’s Private Sector Partnership Service team has achieved a significant growth since 2009 and broadened the base for continued expansion of fundraising programs. Expansion of F2F program is essential for engaging the public in a direct manner and expanding the individual donor base to support refugees through unearmarked funding. For this, UNHCR Korea aims to have a staff who will play a key role as the Face-to-Face (F2F) program manager that will help the team to drive more effective fundraising in the Face-to-Face program, which is the largest acquisition channel for UNHCR Korea.
2. Purpose and Scope of Assignment
The main objective of this LICA is to manage the F2F program and oversee the performance of the F2F unit to ensure that the F2F program achieves targets and deliver the most valued services to UNHCR.
The LICA will also be responsible for setting strategic operation plans for the F2F Agency Program. The following is a list of responsibilities for this LICA:
Under the direct supervision of the Associate PSP IG Officer (ROK), the PSP IG Associate (F2F) will:
- Assist the Associate PSP IG Officer (ROK) in the implementation of the overall strategic plans for the F2F fundraising programs.
- Provide the necessary assistance to help ensure key performance indicators are achieved for the F2F fundraising programs and ensure the provision of quality and timely reporting of results.
- Contribute to the development of the fundraising strategies for effective F2F campaigns that serve to recruit and retain loyal individual donors.
- Liaise closely with the outsourced vendors operating F2F fundraising programs for UNHCR and other related partners, and provide necessary supports as needs arise.
- Ensure that F2F fundraisers receive appropriate training about UNHCR issues and represent the Agency in a professional manner.
- Closely cooperate with the donor care unit to enhance the donor quality and retention.
- Regularly visit the Fundraisers at the campaign sites to monitor and motivate.
- Develop effective F2F fundraising campaign contents and materials that will be used across all F2F programs.
- Provide regular analytical reports covering the acquisition and response rates of each agency by age, gender, recruiter, location and other important criteria.
- Assist in managing, organizing and delivering the equipment and supplies necessary for the F2F operations.
- Perform other duties as required.
3. Monitoring and Progress Controls
The individual contractor will perform duty in a combination of office and flexible working environment in line with UNHCR Korea’s guidelines under direct supervision of Associate PSP IG Officer.
4. Qualifications and Experience
a. Education (Level and area of required and/or preferred education)
- University degree in preferably marketing, public relations, economics, communication, human rights or related fields.
b. Work Experience
- Minimum 3 years of work experience for high school diploma or minimum 2 years of work experience for BA or higher in marketing, public relations, economics, communication, human rights.
