Job Description

Ensure compliance with OSHA 1910.119 (PSM) and 40 CFR Part 68 (RMP) across all company facilities. Coordinate PSM/RMP activities, support field operations, and maintain accurate process safety documentation. Responsibilities include participating in Process Hazard Analyses (PHAs), updating and managing Process Safety Information (PSI), and controlling all PSM-related documents. This role also supports Mechanical Integrity (MI) initiatives and contributes to improvements in the Computerized Maintenance Management System (CMMS) and Piping and Instrumentation software.

Duties/Responsibilities:

  • Assist with adherence to all PSM and RMP regulations, objectives, policies, and procedures; use sound judgment to maintain compliance.
  • Serve as backup liaison among Project Management, Operations, and external engineering firms to ensure facility and equipment purchases meet design requirements.
  • Engage with government agencies to uphold compliance, including audits and annual reporting.
  • Serve as backup administrator for the corporate electronic Management of Change (MOC) system.
  • Participate in emergency planning and preparedness, including drills, training programs, and incident investigations.
  • Collaborate with regulatory bodies, first responders, and third parties on safety compliance and enforcement matters, as needed.
  • Retrieve, compile, and report PSM/RMP key performance indicator data; ensure accuracy and relevance.
  • Promote the PSM program for all regulated assets and ensure plant and management personnel understand their roles.
  • Establish, develop, implement, and maintain PSM and RMP program elements in compliance with requirements.
  • Audit plant processes, procedures, and practices; manage and update PSM program documentation.
  • Coordinate PHA to ensure analyses are completed before new covered process startups and at five-year revalidations for existing processes.
  • Support Mechanical Integrity initiatives; drive CMMS enhancements and electronic P&ID workflows to improve compliance and efficiency.
  • Maintain regular interaction with Operations, Maintenance, and Engineering at assigned facilities to resolve process safety issues.
  • Conduct routine facility walkthroughs to assess units, observe work in progress, and identify improvement opportunities.
  • Support construction and startup activities, including PSI collection and review, PHA/LOPA review, and MOC.
  • Track and drive closure of action items from audits, internal reviews, incident investigations, and PHA recommendations using the electronic tracking system.
  • Research and draft operations and engineering PSM/RMP guidance documents.
  • Collaborate with HR on onboarding training for new employees and developing training materials.
  • Perform other related duties as assigned.

Required Skills/Abilities:

  • Proficiency in Microsoft Office; familiarity with CMMS.
  • Technical knowledge of process safety principles and regulatory compliance.
  • Excellent organization for managing compliance documentation and multiple priorities.
  • Clear written and verbal communication for training, reporting, and cross-functional work.
  • Analytical and problem-solving skills to identify and resolve process safety issues.
  • Ability to influence and engage stakeholders at all levels.
  • Comfortable working in field environments and conducting facility walkthroughs; strong attention to detail.

Education and Experience:

  • Bachelor’s degree in engineering (Chemical, Mechanical, Industrial) or related field; equivalent directly related experience accepted.
  • 3+ years of direct PSM experience (e.g., PSM Engineer, PSM Coordinator, Process Facility Manager) with working knowledge and hands-on application of all PSM elements, including PSI, MOC, MI, PSSR, audits, and document control.
  • PHA participation; facilitation experience preferred.
  • Experience supporting construction and startups, including PSI compilation and conducting Pre-Startup Safety Reviews.

Certifications:

  • None required.
  • Preferred: CSP (Certified Safety Professional); PHA Leader; Mechanical Integrity certificate; completion of recognized process safety training.

Physical Demands and Hazard for Field Employees:

This position may require occasional travel to remote sites, potential exposure to flammable material, adherence to safety protocols, compliance with operating regulations, and will require rigorous physical demands.
